Accountability:
We are looking for a strong leader to be responsible for establishing, updating, and communicating Company policies and regulatory developments relating to (i) government and non-governmental contract issues. This person will be the primary resource to senior management, Account and Sales Managers regarding (i) interpretation of such policies and developments as they relate to business and compliance issues; (ii) negotiation of government and commercial agreements.
Scope and Responsibilities:
Key responsibilities for the position in the two critical areas include:
Contracts:
- Develop, implement and update as necessary Contracts Compliance Programs that assure compliance with Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and other government agency requirements
- Assure compliance with contractual flow down of Government contract Clauses of customers
- Assure successful negotiation of Government, Commercial and International Contracts with regards to clauses that protect company profitability, liability, and regulatory compliance
- Single Point of Accountability (SPA) for developing, implementing and continued training of company personnel in contracts compliance fundamentals as well as comprehensive training of sales and business managers in the negotiation of key business terms and conditions
- Responsible for establishing, updating, and communicating Company policies and regulatory developments relating to government and non-governmental contract issues. Resource to Sector Contract Managers regarding interpretation of such policies and developments as they relate to Sector issues.
- SPA for ensuring systems is in place for Sector compliance with CAS/FAR, where necessary.
- Resource for Sector contracts managers and sales personnel (Negotiation teams) in the negotiation and management of Long-Term Agreement (LTA) and purchase orders with customers.
Experience:
- BS in Business Administration or related field
- 10 years of related work experience including administering contracts with export licensing and compliance
Preferred Qualifications:
- Outstanding communication, leadership, and teamwork skills
- Strong analytical and decision making skills
- Strong organizational skills in relation to managing multiple projects with tight deadlines
- Solid negotiating and contracting experience with the United States Government, and knowledge of Government Procurement Agencies policies and procedures
- Extensive knowledge of the Federal Acquisition Regulation (FAR), including a firm understanding of commercial Contract billing practices, accounts receivable practices, and contractual liabilities associated with these areas.
- Solid understanding of the U.S. Governments Costs Accounting standards (CAS)
