The Facilities Manager works under the direction of the General Services Director as the head of the Facilities Management Division. Responsible for management, administration and supervision involved in the planning and inspection of construction projects involving the maintenance, repair, remodeling of all County facilities, or new construction and capital projects by County employees or outside contractors. The projects may include work of structural, electrical, and/or mechanical nature and can range from minor projects to extremely complex ones. The level of complexity depends upon the variety of activities to be coordinated, scope of project, and sensitivity to public concern.

Essential Functions
  • Plans, organizes and coordinates project requests; develops the methods and procedures to be used to carry-out assigned projects; coordinates and inspects the work of professional subordinates and contractors assigned to construction projects.
  • Plans project workloads, develops schedules, establishes priorities associated with assigned projects; analyzes feasibility and funding sources for project requests; prepares the budget for assigned projects.
  • Assists in the preparation, administers and monitors the division budget. Approves all requisitions and purchases for the division. Conducts routine staff meetings to plan and coordinate activities. Designs and implements measures for work standardization procedures.
  • Works with the Procurement and Contract Services Manager on specifications of materials, tools and supplies including rates and delivery schedules. Reviews and evaluates construction bids to identify the lowest qualified bid; estimates costs such as design and engineering fees, consultant fees, project costs, material and labor costs; compiles bid packages; monitors and prepares revisions of job costs.
  • Develops and implements policies, programs and activities that are in the best interest of the County and directed toward increased efficiency, productivity, safety, quality, and price as it pertains to facilities and capital projects.
  • Develops and implements division maintenance plan to be utilized for new construction, existing facilities, landscaping and janitorial services.
  • Supervises the scheduling and coordination of manpower and equipment for all facilities maintenance and capital projects; provides long range planning in the development of improvements in operational techniques, equipment and staff.
  • Analyzes system maintenance and operating costs; recommends turnover and/or upgrades to control maintenance and operating expenses. Analyzes breakdowns and down time in order to recommend more efficient systems and methods of operation.
  • Consults with other departments in establishing their project-related space requirements and maintenance needs and coordinates all input into final design.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

  • Associates Degree from an accredited college.
  • Minimum of 5-years’ experience in construction project management, facilities management or directing of a large organization in areas closely related to   building maintenance and/or the construction industry.
  • Comparable experience, education and training may be substituted for the minimum qualifications.

  • Knowledge of principles of building construction practices including structural,
  • electrical, plumbing, mechanical, HVAC, uniform building codes and other pertinent safety rules and regulations.
  • Knowledge of construction methods and techniques for wood, steel, masonry, and reinforced concrete buildings; materials, methods and equipment used in facilities construction.
  • Knowledge of sound management practices and principles related to planning,
           management and scheduling for construction and buildings trades.
  • Knowledge of purchasing policies and the competitive bid program.
  • Ability to communicate clearly and concisely, both orally and in writing, and to draft correspondence independently.
  • Ability to plan and supervise a staff of technical personnel.
  • Ability to analyze, evaluate and develop long range plans and programs.
  • Ability to establish and maintain positive and harmonious working relationships with the public, employees and public officials.

  • Walking, standing, kneeling, bending, pulling, stopping, and driving.
  • Some light lifting and carrying (under 50 lbs.).
  • Some heavy lifting and carrying (50 lbs. and over).
