The GIS Analyst works closely with internal staff, surrounding jurisdictions, regional governmental institutions, and the public to procure, organize, analyze, report upon, and document Geographic Information Systems (GIS) data and applications for the Innovation Technology department of the Flagler County Board of County Commissioners. This position reports directly to the GIS Manager, and will provide spatial data services to stakeholders, such as maps, applications, charts, reports, and presentations. The GIS Analyst will have a wide range of duties to account for the multi-academic nature of GIS and will be asked to coordinate with several County departments on various projects and analyses.

Essential Functions
- Creates and maintains easy-to-consume mapping products and applications for internal staff, surrounding jurisdictions, and the public.
- Works with various county departments to assist in the analysis of spatial data. Produces reports and presentations of that analysis when needed, accounting for the stakeholder’s level of technical expertise.
- Assists in developing automation for GIS tasks using basic scripting methods.
- Designs simple databases to store and analyze spatial data. Runs geoprocessing tools and chains them together to automate menial or frequently occurring GIS tasks.
- Develops documentation for each product, application, and frequent task, including metadata, tags, categories, and other organizational techniques.
- Reviews and processes raster data such as overhead or oblique imagery, LiDAR point clouds, and drone flight products.
- Reviews GIS policies to protect the integrity of the division’s GIS data, including NENA E911 addressing standards, GIS ethics, local municipal code, confidentiality statutes, and CJIS training.
- Supports the Emergency Operations Center during emergent events as required.

- Bachelor’s degree in geography, computer science, environmental science, urban planning, or a related field is required.
- 3 years of progressively responsible experience in GIS mapping and application development required.
- Experience that provides equivalent training, knowledge, and skills may be a suitable substitute for a college degree.
- Familiarity with commonly used GIS automation methods, such as Python scripting or ESRI’s Model Builder, is highly preferred.
- 2 years of experience using ArcGIS Pro 2 is required.
- Experience with ArcGIS SDE versioning and high-level database tasks is preferred.
- Must possess a valid State of Florida Driver’s License.
- Criminal Justice Information Systems Level 3 Certification (training is required and will be provided if needed)
- Industry certifications, such as the GISP (with test) or ESRI technical certifications, are desirable, but not required.

- Journey level knowledge of ESRI’s ArcGIS suite of software, including, but not limited to ArcGIS Pro and some of its common extensions, such as Spatial Analyst; ArcGIS Online and its common apps, like Experience Builder, Field Maps, and Survey123; ArcMap and ArcCatalog.
- Journey level knowledge of geoprocessing tools and techniques, such as unions, buffers, topologies, georeferencing, basic raster analysis, and more.
- Knowledge of database management techniques in an enterprise environment, such as versioning (traditional or branch), roles, security, permissions, is preferred.
- Knowledge of field calculation, queries, label expression coding, and more, using SQL, Python, and Arcade is preferred.
- Demonstrate the ability to create and print high-resolution, eye-catching, easy-to-interpret maps using creative cartographic techniques.
- Demonstrate the ability to design analyses and reports that are packaged with the stakeholder’s technical knowledge level in mind, while always adhering to GIS ethical considerations, such as avoiding misleading graphs or maps.
- Demonstrate excellent written and oral communication skills, whether in-person, by phone, email, or video conference.
- Demonstrate excellent time management skills, prioritizing tasks as needed, and reporting project statuses and roadblocks to the GIS Manager as required.
