The Director of Human Resources is responsible for managing the day-to-day operations of all HR functions within Flagstaff Shelter Services. This role involves sustaining systems that promote an inclusive and equitable work environment, driving employee retention and satisfaction through effective conflict management, ensuring agency-wide legal compliance, and maintaining human resources records. The position requires a minimum of a bachelor’s degree in Human Resources, Business Administration, or a related field, as well as previous Human Resources experience. Experience in the social services or nonprofit sectors is preferred. A strong commitment to and investment in the mission of Flagstaff Shelter Services is essential.

Responsibilities

  • Manages day to day operation of multiple Human Resource functions including but not limited too: classification, compensation, compliance, training, benefits, recruitment and onboarding, employee relations and Human Resource Administration.
  • Develop programs to enhance employee relations, manage conflict, and offer employee support to each staff member
  • Ensures that the new hire orientation process properly introduces new employees to the culture, mission, vision and expectations of our organization
  • Come up with new ways to measure employee morale and determine methods for improving overall employee satisfaction to drive employee engagement and retention
  • Researches new programs, best practices, techniques and trends in the field of non-profit Human Resource Management and makes recommendations to the Executive Director.
  • Act as liaison between the company and outside legal and professional resources to ensure that all employment policies comply with current laws and regulations.
  • Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements, conducting investigations, maintaining records, and representing the organization.
  • Establish and maintain filing systems, prepares records and files, and implements records management and retention practices for assigned Human Resource functions.
  • Analyzes and evaluates the impact of proposed legislation and rule changes; assists in the establishment of institutional human resource policies, rules and procedures
  • Enforce management guidelines by preparing, updating, and recommending human resource policies and procedures
  • Maintain the work structure by updating job requirements and job descriptions for all positions
  • Contribute to team effort by accomplishing related results as needed
  • Prepares correspondence to employees, applications and other outside agencies related to Human Resource issues
  • Assists in developing and presenting training related to one or more HR functions.
  • Processes personnel action forms and Employee Disciplinary Action Logs (EDALs) as needed.
  • When applicable, respond to off-hours emergencies. This position may be asked to fulfill on-call hours alongside other agency leaders.

Qualifications

  • Bachelor’s Degree in Human Resources or related Business Administration field
  • 3 years’ experience in a human resources management in areas of training and development, employee relations, compensation and benefits administration, human resource information systems and record management
  • 3 years of progressively responsible supervisory or demonstrated leadership experience
  • Or any combination of education, experience and training equivalent to the above minimum requirements
  • Comprehensive understanding of local, state and federal laws governing human resources
  • Principles of supervisor, staff training and performance evaluation
  • Ability to develop HR initiatives, programs and policies that support the organizations policies and philosophy toward diversity and inclusion
  • Exceptional interpersonal communication and relationship-building skills
  • Ability to effectively resolve operation and personnel problems
  • Ability to research, prepare, and present comprehensive reports
  • Ability to use good judgement and make difficult independent decision without direct supervision
  • Ability to collaborate across departments
  • Demonstrated ability to utilize personal computers and software for personnel applications
  • Demonstrated ability to maintain a high degree of organization, coordination and communication, with attention to detail and accuracy
  • Maintain high levels of personal and professional integrity as an ethical agent who promotes core values, integrity and accountability throughout the organization
  • Ability to apply knowledge of the organizational mission to inform HR initiatives and operations consistent with the overall strategic direction of the organization
  • Ability to work with organizational stakeholders in evaluating business challenges and identifying opportunities for design, implementation and evaluation of change initiative
  • Master’s Degree in Human Resource Management, Business Administration or related field preferred.Experience in equitable hiring practices

Environment

  • Must be able to walk around the property. 
  • Perform lifting (25 lbs. or more) 
  • Work is performed in a shelter, office, and outdoor environment.  
  • Frequent bending, reaching, squatting, and kneeling may be required while performing job functions. 
  • Shifts may require long periods of standing and walking. 
  • There may be exposure to cleaning agents and allergens.  
  • Employees may be subject to loud/frequent noise, disruptive behavior, or human crises involving substance abuse or mental health concerns.
