Summary
The Proposal Manager provides leadership, direction, and subject matter expertise in the management of the Flatwater Group proposal process. This includes proposal scheduling, technical writing, review processes, pricing functions, and on-time delivery of completed proposals. Works closely with business development lead to qualify opportunities, develop solutions, and craft compelling proposals to win new business with federal, tribal, and non-federal customers.

- Reviews Requests for Proposal (RFP) or Requests for Quote (RFQ), Sources Sought, Requests for Information (RFI) and ROM (Rough Order Magnitude) developing a response strategy in conjunction with the BD lead and our vendor partners ensuring timely and accurate response submission.
- Directs and manages entire proposal process starting from opportunity identification through final proposal submission.
- Must be familiar with all aspects of FF&E (Furniture, Fixtures and Equipment).
- Key participant in bid/no-bid decision processes.
- Provides business and proposal writing support as needed.
- Partners with BD lead, vendor partners and facility support team to develop targeted, compelling responses that are technically sound and executable.
- Oversees and manages review process to ensure compliant proposal products.
- Works with finance personnel to develop and implement pricing strategy and create products to ensure competitive bid in line with financial goals and guidance
- Provides leadership and work guidance to less experienced personnel.

Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend work may be required as job duties demand.
Travel
Some local area and overnight travel may be required.
Required Experience
- Minimum of 5 years’ experience in a proposal writing.
- Minimum of 5 years’ experience in supporting proposals for the furniture industry addressing federal and non-federal responses.
- Thorough understanding of the proposal process and coordination of responses.
- Demonstrated experience successfully managing complex bid responses.
- Experience managing proposals for the federal market preferred.
- Thorough understanding of Native American corporation contracting capabilities with the federal government as both a prime contractor and subcontractor preferred.
- Proficiency with Microsoft Office packages.
