Job Summary:
The Project Specialist – Learning Support Services is responsible for planning, executing, and closing projects according to deadlines and within budget. This role involves coordinating team members and resources, managing stakeholder communications, and overseeing all aspects of long and short-term projects within the Office of Learning Support Services (LSS). The Project Manager also provides essential administrative support to LSS at both central office and building levels, ensuring efficient operations and effective communication among staff, families, and external agencies. These responsibilities include, but are not limited to, staffing support, onboarding of new departmental staff, maintaining accurate and confidential files, as well as the accurate and timely submission of all required Special Education reporting at the state, county, and local levels.
Essential Functions (May include, but not limited to):
1. Obtain, compile, organize, and prepare information and data for various reports, meetings, ensuring information packages are complete and meet guidelines for submittal.
2. Submit and maintain accurate information to the special education database system, which reports directly to the county.
3. Complete special education referrals and new student enrollments within EdPlan and Synergy, as it pertains to students with disabilities.
4. Serve as liaison for district personnel, administrators, students, parents, and community stakeholders in the absence of LSS administrators.
5. Analyze urgent situations accurately and exercise judgment in taking effective action when dealing with parents, students, and co-workers of all levels.
6. Provide a broad range of knowledge regarding Flint Community Schools special education programs from preschool through Grade 12, to parents, staff, and agencies, in a timely manner.
7. Serve as point-of-contact to other office staff ensuring smooth workflow, coverage of a position in the absence of an employee, and assist in interpreting policies, procedures, and processes.
8. Coordinate special administrative projects as assigned to include assigning work, providing project information, giving guidance in support of project objectives, and prepare final report.
9. Timely and compliant completion of FOIA and other student information requests in including, but not limited to, those received from Genesee Health System (GHS), the Department of Corrections, State of Michigan for Social Security Verification, Office of Civil Rights, and other educational entities.
10. Timely and accurate submission of all required data and support evidence of compliance to Catamaran, the MDE’s compliance and reporting data system.
11. In a timely and compliant manner, process all requests for student evaluations as it pertains to special education eligibility.
12. Access, generate, and submit student information reports with Synergy and EdPlan.
13. In collaboration with the Pupil Accounting, Data Analyst, LSS building based staff, and the GISD auditor, generate required reports, review and correct all data errors, and accurately submit Section 52 and Section 53 worksheets for pupil count submission and within established timeframe, and participate in meetings to review special education student count data.
14. Update monthly the initial IEP components in EdPlan and Synergy.
15. Support the development, preparation, and delivery of professional development activities.
16. Support the collection and submission of payroll for central office special education staff.
17. Manage/Process all special education transportation requests, maintaining up-to date transportation reports.
18. Monthly monitoring of Medicaid Monthly Summaries, providing staff reminders when necessary.
19. Biweekly compliance monitoring of IEP timelines, including building specific reports to the principal and LSS staff identifying overdue and upcoming IEPs.
20. In collaboration with LSS administrators, manage provider caseloads, and provide insight on caseload distributions.
21. Perform other duties as assigned by LSS administration.
Qualifications:
Education:
Bachelor’s degree required.
Experience:
Minimum of 3 to 5 years successful experience in an administrative support, project management, or similar role required. Pervious experience in an educational setting preferred.
Skills:
Strong knowledge base of special education programs, services, and compliance and it pertains to serving students with disabilities and their families. Excellent record of attendance in previous positions. Proven ability to effectively problem-solve when challenges arise, and obtain relevant information/support when assistance is required to complete a task, activity, etc. Ability to work independently and efficiently. Proven ability to manage multiple projects simultaneously. Detail oriented with strong organizational skills. Proficiency in Microsoft Office Suite, Google office applications, and other relevant software. Proficiency in Edplan and Synergy preferred. Excellent leadership and decision-making skills. Strong verbal, written, and interpersonal skills. Proven ability to collaborate successfully with a wide range of diverse populations.

Must comply with the Student Safety Initiative Legislation, as amended.
