Flint Hills Resources (FHR) Project Capability is looking for a Project Instrument and Controls (I&C) Engineer at our Pine Bend Refinery in Rosemount, MN. FHR is looking for an entrepreneurial minded I&C engineer to leverage their capabilities to contribute to advancing projects and capturing business improvements.
The successful candidate is expected to have a broad and in-depth knowledge of instrumentation and controls design, acceptance testing, device field installation, commissioning, and troubleshooting. They will have to leverage their personal experience, the broader FHR and industry networks to identify the technical details to successfully deploy new technology.

Through the project life of engineering to procurement to construction to integration and commissioning, the I&C engineer is the technical resource for the FHR Project Capability to engineer and cost effectively integrate technology solutions to deliver the project objectives.

What You Will Do
- Coordinate and engage with various capabilities, such as Field Data Solutions and Automation, to select technology that ensures a fit-for-purpose design and installation, while challenging and creating new engineering specifications and practices for innovative technology application to the FHR assets
- Actively engage with the engineering contractor to review and approve deliverables, addressing engineering questions and resolving design issues to support the engineering and procurement efforts
- Provide support for key witness inspections during Factory Acceptance Testing and site-based Logic Acceptance Testing, including for skid or modular equipment with installed controls and instrumentation at the fabricator
- Provide input into construction quality planning, commissioning planning and oversite to loop testing and safety instrumented system testing procedures and execution oversight for mechanical integrity and commissioning assurance for pre-start up safety review sign off
- Engage with Project Capability leaders and collaborate with Asset Management Leads
- Build strong partnerships with TA organization, Engineering and Equipment Fabrication contractors
- Bachelor’s degree in Engineering
- Five (5) years or more of experience in instrument and/or controls engineering (i.e., project or industrial support)
- Experience working in a process manufacturing environment where responsibilities involved Operations, Maintenance or Engineering
- Experience utilizing a phased/gated project execution model
- Experience with Smart Plant Instrumentation
- Experience with Emerson Delta V DCS platform
- Experience with various PLC platforms, such as Allen Bradley and Triconex
- Experience with various network data connectivity protocols, such as hard-wired, ethernet, Modbus, wireless via WiHart or LoRaWAN, etc.
- Experience with engineering contractors and review/approval of designs and specifications documents
- Experience in evaluating new technology for application in an industrial facility
