Job Description
The Deputy Administrator of Operations assists the County Administrator with the oversight of operations through the coordinated leadership of departments consisting of Tax Assessor, GIS, Museum, Planning & Zoning, Public Works, and Recreation; developing and coordinating county programs and policies, and prepares administrative and fiscal reports.
Essential Functions:
- Serves as the Deputy Administrator of Operations; providing direct assistance to the County Administrator and County Council in all operations departments, and coordinates special projects.
- Manages assigned departments (Tax Assessor, GIS, Museum, Planning & Zoning, Public Works, and Recreation) and performs duties as assigned.
- Facilitates and coordinates multi-departmental issues, projects and concerns to ensure a comprehensive approach in managing county programs in the most effective and efficient way.
- Stays abreast of local government issues and agreements and presents facts to County Administrator and/or County Attorney for review.
- Develops recommendations for new programs, administrative policy modifications and ordinances for the presentation to the County Administrator.
- Determines the economic feasibility of new services and capital investments.
- Assists County Administrator in identifying potential problems and develop strategic solutions.
- Assists in the development, preparation, and presentation of operating and capital budgets for departments assigned for County Administrator and Council approval.
- Communicates with a variety of governmental groups and assists the general public.
Non-Essential Functions:
- Attends various meetings.
- Performs all other related duties as required.
Qualifications: Education and Work Experience
Bachelor’s degree in public administration, business administration, or a related field. Master’s degree in a related field is preferred, supplemented by at least five years experience in public sector management and budgeting, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to lead the Operations Departments of Florence County.
