Job Description
The Emergency Manager plans, organizes, and manages the 24-hour 365 operation of the Emergency Preparedness division.
Essential Functions:
- Supervises a countywide, multi-hazard, comprehensive disaster preparedness and recovery program.
- Responsible for the development of effective emergency operation procedures for the county, local government departments, and other organizations within the jurisdiction.
- Coordinates emergency resources, information, services and facilities within the jurisdiction for use before, during, and after disaster situations.
- Provides daily oversight and management of the divisions; assigns workloads and establishes work schedules; directs and supervises duties of assigned staff.
- Supervisory duties include instructing; assigning, reviewing and planning work of others; coordinating activities; allocating direct reports; hiring new employees; acting on employee problems.
- Assists with the development and implementation of policies, and programs to improve the County’s ability to mitigate, respond, and recover from all emergencies and disasters.
- Coordinates activities with schools, hospitals, volunteer organizations, and other local jurisdictions involving preparation, response and recovery from natural or man-made disasters.
- Monitors implementation of rules and regulations; and updates guidelines in accordance with federal, state or local legislation.
- On 24-hour re-call for emergency situations.
- Implements the county Emergency Operations Plan (EOP) to respond to disaster situations. Manages operations of the county Emergency Operations Center (EOC), or the alternate/mobile EOC, during emergency responses.
- Coordinates emergency activities with local, state and federal government officials during all phases of disaster response.
- Provides direct support on-scene to first responders as required.
Non-Essential Functions:
- Backup to Emergency Management Director.
- Receives, reviews, prepares and/or submits various documents.
- Performs various clerical duties such as answering phones.
- Performs all other related duties as required.
Qualifications: Education and Work Experience
- Requires a Bachelor's degree in a disaster services field supplemented by eight to ten years of experience in emergency preparedness or an equivalent combination of education, training and experience.
- Must possess a valid state driver's license.
- Expected to exhibit considerable initiative and judgment in dealing with situations that may arise and be capable of effectively operating without direct supervision.

- While performing the duties of this job, the employee will occasionally be required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; taste or smell.
- Must be able to reach, bend, stoop, carry, move and lift 20 lb. objects regularly.
- Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- The employee must have the ability to travel up to 15%.
