Assistant Superintendent of Teaching & Learning

Primary Purpose:
Provide comprehensive leadership and management guidance for the Curriculum, Professional Development and Special Education Department. Responsible for ensuring the development and delivery of curriculum and the instructional program is effective and efficient, incorporates district goals, and supports student achievement. Provide leadership and assistance to administrators in the areas of district policy and procedures; including overseeing ESSA and state compensatory programming.
Qualifications
Education/Certification:
Master’s degree in education administration
Special Knowledge /Skills:
Knowledge of curriculum and instruction
Ability to evaluate instructional programs and teaching effectiveness
Ability to manage budget and personnel
Ability to coordinate district function
Ability to interpret policy, procedures, and data
Strong communication, public relations, and interpersonal skills
Experience:
Five years’ experience as a classroom teacher
Three years’ experience as a campus administrator
Principal experience preferred
Curriculum & Instruction Responsibilities and Duties:
- Direct curriculum and special education services to meet students’ needs.
- Oversee the planning, implementation, and evaluation instructional programs with district teachers and principals, including learning objectives, instructional strategies, and assessment techniques.
- Oversee the work of director and principals in planning curriculum, instruction, and professional learning opportunities.
- Provide general oversight to the daily instruction management of the schools directors and principals.
- Oversee the work of appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis.
- Involve instructional staff in evaluating and selecting instructional materials to meet student learning needs.
- Ensure that district goals and objectives are developed using collaborative processes and problem-solving techniques when appropriate.
- Oversee the work of directors and principals in promoting goal-oriented performance and support of the achievement of campus performance objectives.
- Oversee the use of technology in the teaching-learning process.
- Oversee evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness.
- Oversee the securing of consultants, specialist, and other community resources to assist principals and instructional staff in attaining objectives.
Other Responsibilities & Duties
- Inform the superintendent about all aspects of the instructional program.
- Work with principals and directors to ensure continuous academic performance.
- Serve as the superintendent’s designee as chair of the District Improvement Committee and work with the District Improvement Committee to develop, evaluate, and revise the district improvement plan.
- Plan, implement, and evaluate district improvement projects.
- Serve as the primary contact for Region 20 and local universities with respect to instructional management, education, assessment, and training.
- Prepare board items, attend board meetings, and make presentations to the board.
- Pursue professional development through reading, attending conferences, and involvement with related agencies or organizations.
Policy, Reports, and Law
- Implement and ensure compliance with the policies established by federal and state law, State Board of Education rule, and local board policy in the curriculum and instruction area.
- Accurately prepare and submit in a timely manner all reports required by the superintendent, the Texas Education Agency, and other federal and state agencies.
- Prepare reports and assist the superintendent in evaluation the effectiveness of school programs.
Budget
- Assist with developing the curriculum and instruction budget and ensure that programs are cost effective and funds are managed prudently.
- Compile budgets and cost estimates based on documented program needs, ensuring that programs are cost effective and funds are managed prudently.
Personnel Management
- Observe job performance of employees to ensure effectiveness.
- Make recommendations for staffing and compile and report projections of staff and facility needs to district administration.
- Make recommendations to principals and directors relative to personnel placement, and assignment.
- Select, train, evaluate, and supervise curriculum staff and make recommendations relative to assignment.
Communication
- Provide for positive collaborative communication with district leaders, principals, teachers, and staff.
- Monitor professional research and disseminate ideas and information to other professionals.
Community Relations
- Articulate the district’s mission, instructional philosophy, and curriculum implementation strategies and solicit its support in realizing district’s mission.
- Oversee departments ability to demonstrate awareness of district-community needs and initiate activities to meet those needs.
- Oversee departments ability to demonstrate use of appropriate and effective techniques to encourage community and parent involvement.
