Summary of Duties:
This position is responsible for providing Healthy Homes (HH) assessments for residential dwellings and commercial establishments. It requires a high degree of independence and initiative in coordinating and implementing programs. In addition, involves planning, developing, performing, monitoring and evaluating the following components: 1) Serves as a Healthy Homes coach. 2) Case management of children with elevated blood lead levels. 3) Conducts environmental lead investigations of childcare facilities and residences of lead poisoned children according to Florida Department of Health in Miami-Dade County (FDH-MD) Healthy Homes and Lead Poisoning Prevention Program (HHLPPP) protocol. 4) Keeps detailed countywide reports on lead poisoned cases and provides epidemiological reports to disease control officials. 5) Conducts community outreach.
Incumbent works as part of the Asthma Home-Visit Collaborative Project team providing support to the creation and development of protocols and tools. Conducts home visits per protocol and home assessments as needed. Assists team members with written requests and provides insight during group meeting based on the development, training, and use of project tools. Coordinate a team of interdisciplinary professionals and must be able to communicate effectively orally and in writing. Will assist in the development of database using Access and will and maintain data acquired through home visits.
Conducts community surveys, epidemiological investigations, and research related to childhood lead poisoning and healthy homes. Plans, organizes, and coordinates the writing and distribution of monthly, quarterly, annual and other reports to the State Office, Centers for Disease Control and Prevention (CDC) and local administration. Provide technical and epidemiologic assistance and training to staff members of the HHLPPP, including use of the Merlin data system.
Organizes and conducts case management of children with elevated blood lead levels and refers patients and their families to appropriate health care and social service agencies. Interviews, educates, and counsels parents and other family members regarding childhood lead poisoning and its prevention. This often requires making home visits to assess environmental exposures to lead. Maintain and update databases. Makes appropriate referrals and recommendations to families for follow-up visits to physicians, educational referrals, nutritional referrals.
Participates in community outreach and educational events to increase public awareness of the health hazards of lead poisoning. Provides in-service training or lectures to groups concerning lead hazards and inspection techniques. Develops informational brochures and packets for general public and owners of premises identified with lead hazards.
Participates in workgroups and meetings and attends/completes required trainings. Ensures accurate completion and timely submission of all administrative records including Employee Activity Record, timesheets, mileage, reports, responds to the Florida Health Alert Network (FLHAN)/Everbridge emergency alert system. Ensures that e-mail communications are maintained daily.
Performs other related duties as assigned.
Knowledge, Skill and Abilities:
- Knowledge of federal and state environmental health laws and regulations for projected impact on state agency operations.
- Skill in environmental inspections of licensed childcares in Miami-Dade County and children’s residence with blood lead levels > 20ug/dl or two > 15ug/dl.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
