Purpose of Position :
Provide the highest level of health care possible within the hospital's marketplace while achieving the budgeted financial
goals established at the operating division level subject to legal regulations and policies enacted by the governing board and the Tenet Board of Directors.
Primary Responsibilities :
1. Develop and implement strategic and long-range business goals for the facility by developing, through the joint
planning committee, goals, objectives, and action plans based upon community and hospital needs; consolidate into
the Master Plan, Strategic Business Plan, and financial budgets.
2. Develop and implement a plan of organization for the facility; dividing functions according to complexity, relativity,
relatedness, and span of control. Establish and monitor an effective, comprehensive work force plan.
3. Develop and implement a plan to monitor organization performance by interpreting corporate and regional reports
provided to the facility. Establish internal management information systems for all levels of supervision and staffing.
Periodically measure performance against budget and productivity standards, and established goals and objectives.
4. Develop and implement quality assurance programs for all services and departments by assigning responsibility to
key individuals and committees; define methods to identify and investigate problems; take corrective actions, and
incorporate activities into a formal plan. Advise on legal and accreditation requirements.
5. Recruit and provide support to medical staff to provide new or enhanced services and the best quality of patient care.
6. Develop and maintain a marketing and public relations program by establishing plans and goals and hiring effective
staff to represent the hospital in the community, service, and health organizations.
7. Promote a high level of morale and esprit de corps among and between hospital, medical staff, and clientele by
providing direct, open lines of communications throughout the organization, establishing effective human resources
and public relations policies / procedures, and sponsoring morale and team-building activities.
8. Maintain close personal contacts with all constituencies and respond promptly to concerns and complaints.
9. Ensure that all operations of the hospital are carried out in an ethical, responsible manner.
Problem Solving and Decision Making :
1. Approve hospital operational policies and procedures and make final decisions on daily operations of facility, subject
to review by governing board and Tenet operating executive.
2. Recommend future plans, programs, and changes to same to the governing board and Tenet operating executive.
3. Establish policies so that decisions on specific daily operational issues can be delegated in an effective manner.
4. Resolve internal and external conflicts and investigates complex problems or issues posing significant financial or
legal impact, e.g., malpractice, ethical issues, or patient / staff / physician complaints.
