What are the responsibilities and job description for the Turnover Manager position at Fluor Corp?
This position is responsible for managing large to mega size complex commissioning and start up projects or overseeing multiple small/large and/or less complex sites/projects. This position reports functionally to the Senior Director of Commissioning and Start up and/or to the Director of Commissioning and Start up of the respective business group and administratively to the assigned project director/manager in the home office and site manager in the field.
• Provide a planned, documented, and managed engineering and construction approach to the commissioning and turnover requirements for pre-commissioning, commissioning, start-up, operations and testing and final hand-over of facilities, systems, and equipment to the client
• Demonstrate a thorough knowledge of construction execution plans, pre-commissioning, and turnover activities
• Demonstrate proficiency in the development of project turnover procedures, practices and guidelines.
• Work with construction and client personnel to develop a Systems Turnover and Acceptance plan for complete and efficient turnover of facilities
• Interface with engineering, construction, subcontractors, pre-commissioning and client teams to ensure the physical documentation requirements for the turnover of systems and facilities are defined and agreed to by all concerned parties
• Based on high level commissioning schedule, assist in development of path of construction, project WBS and CWPs.
• Coordinate with engineering on details for data requirements and logistics of electronic downloads of data into project completions software (e.g. MCPlusSM)
• Maintain progress-tracking tools
• Submit daily and weekly reports outlining construction turnover progress and one-week look ahead of upcoming activities
• Work with Site Management to communicate, identify and mitigate potential risks that could adversely affect project completion success
• Assist in the development and implementation of pre-commissioning plans
• Coordinate system walk-downs, punch list closure and turnover acceptance
• Maintain turnover records and transfer care custody and control documentation
• Monitor engineering, construction and subcontractor performance in support of project system turnover plans
• Assist in system definition, approve the SSC boundaries and desired sequence for turnover.
• Assist in development of the turnover schedule to assure that it meets the pre-commissioning team requirements.
• Cooperate with the Turnover Team in development of the SSC description and identify any special requirements for SSCs
• Co-ordinate personnel for walk downs and verification of punchlist items in a timely fashion to support the turnover schedule.
• Review turnover packages and sign the completion certificates to document acceptance of an SSC in a timely manner.
• If schedule requirements dictate, cooperate with the Turnover Team in facilitating priority turnaround of critical path SSCs.
• Coordinate personnel as required to assist / witness testing activities.
• Assist to define and/or approve of the hold and witness points on the ITPs.
• Include preservation documentation within the mechanical completion / pre-commissioning and turnover packages.
• Closely coordinate / supervise the activities of the Preservation teams.
• Other duties as assigned• Accredited four (4) year degree or global equivalent in applicable field of study and eighteen (18) years of work-related experience or a or a combination of education and directly related experience equal to twenty-two (22) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner• Nuclear construction project experience on a DOE/NNSA project
• Functional knowledge of all areas of plant/facility pre-commissioning, commissioning, operations and/or maintenance and start up technology
• Demonstrated leadership skills necessary to achieve business and project results
• Ability to develop and implement a detailed and integrated commissioning and start up process and plan
• Demonstrated willingness and ability to travel on a short notice both internationally and domestically for short and long term assignments

• Previous successful leadership role during mechanical completion, pre-commissioning, commissioning, testing, operations planning and start up
• Demonstrated ability to develop successful professional relationships and become a team player as a sole contributor within the team
• Functional knowledge of all areas of plant/facility pre-commissioning, commissioning, operations and/or maintenance and start up technology
• Twelve (12) years Commissioning and Start up home office and site experience and minimum of five (5) years experience managing large to mega size, somewhat complex commissioning and start up projects
• Minimum of ten (10) years of experience in discipline operations and/or commissioning and start up
• Experienced in Lump Sum Turnkey (LSTK), Program Management Consultant (PMC), Engineering & Procurement (EP), Engineering, Procurement, Fabrication, and Construction/Construction Management (EPFC/CM), Engineering, Procurement, Construction & Commissioning (EPCC), Construction Management (CM), Front End Loading (FEL), Front End Engineering & Design (FEED), pre-commissioning, commissioning, training, start up, etc., type project for strategic planning, implementation and execution
• Ability to build effective relationships with client, project management, engineering, construction, and vendor personnel
• Proficient in Microsoft (MS) Office suite of software programs, knowledge management portals and communities, Lotus Notes, Primavera and MS Project scheduling software
• Ability to speak/read multiple languages• Ability to provide proof of US citizenship
