This position requires specialized skills and knowledge to handle the challenges and complexities of the office and project quality activities. With authoritative decision-making this role’s recommendations have a significant impact on business line quality policies and programs. This role may supervise the work of assigned quality personnel as needed.
  • Implement and supervise technical quality (i.e., adherence to client, regulatory agency, and company requirements), and help to maintain harmonious client relations
  • Communicate effectively with all labor grades, and contribute ideas that stimulate positive direction of business line personnel
  • Serve as project Quality Manager on small to medium sized projects, if necessary
  • Maintain relationships with key internal and external Clients and external Quality community
  • Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities ,and timely performance feedback
  • Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
  • Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
  • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
  • Maintain compliance with all applicable policies, procedures, and global standards
  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
  • Effectively develop and apply the Core Skills to the job
  • May need to travel to attend to business related matters
  • Meet expectations on attendance and punctuality
  • Implement the QA/QC management system at the site.
  • Coordinate quality inspections with all site subcontractors and vendors.
  • Coordinate non-destructive testing on site.
  • Coordinate with the customer’s representative on all quality matters.
  • Coordinate all receipt inspections.
  • Distribute relevant QA/QC documentation to site subcontractors.
  • Verify that quality-related site activities comply with applicable codes and standards.
  • Participate in internal and external site audits.
  • Coordinate all quality site inspections through site QC inspectors.
  • Ensure all quality control documentation is compiled and completed for as-built handover through the QC turnover engineer.
  • Control all nonconformance reports and undertake remedial action.
  • Complete site quality control instructions and action remedial responses.
  • Review the Company specification and provide relevant training to site QC inspectors.
  • Monitor the implementation of the approved site QC Plan.
  • Complete and coordinate the approval of site QC technical submittals to the Company.
  • Coordinate with the Company’s dedicated site construction manager on all quality issues.
  • Coordinate and chair QA/QC site weekly meetings with project subcontractors and QC personnel.
  • Elaborate inspection and test programs.
  • Ensure safety is adhered to at the site.
  • Assure all technical documents related to site quality control are current.

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years* of work-related experience or a combination of education and directly related experience equal to fourteen (14) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

  • Must possess a current CWI certificate (Certified Welding Inspector) complying with AWS QC1 Standard for AWS Certification of Welding Inspectors.
  • Responsible for documentation and adherence to Contractor’s Quality Program, including:
o Quality control procedures
o Welders testing and certifications
o Weld inspections
  • Must comply with applicable Codes (National Board Inspection Code, ASME, and AWS Code) and specifications noted by the Owners (APS) for construction or repairs.
  • Contractor’s quality program may be in accordance with an approved National Board “R” stamp certificate.

Other Job Requirements

Program Management
  • Provide project management services to support Quality and Continuous Performance Improvement (Q&CPI) executive with the:
o Implementation of the One Fluor Quality organization
o Key Process Owners initiative to review, revise, and implement execution practices and procedures
  • Support the Q&CPI executive in all aspects of management, communication and strategy development of the overall effort as needed
  • Develop and progress Schedule(s) for all aspects of the OneFluor Q&CPI initiative o Advise on improvements and progress o Drive the overall results of the effort
  • Administer overall Q&CPI budget and hours
  • Look for opportunities to further support all efforts of the initiative including but not limited to meeting facilitation and participation
  • Work with Key Process Owners and all Corp Q&CPI Team members within the organization to drive the desired results of the initiatives including:
o Organizational changes
o Transforming procedures/processes
o Systems integration
o Program roll out, communications, and shifting execution mindset, as well as development of training materials and roll out of training classes
o Maintenance of action items
  • Ability to collaborate with Corporate Quality and Continuous Performance Improvement (Q&CPI) team and needed internal and external Fluor efforts to drive the required results of the initiative as well as the status and progress of the effort
  • Ability to effectively/positively/proactively communicate Q&CPI direction and approach in support of the effort
  • Ability to facilitate and support the Corporate Quality team in their efforts

Salary Range

102,000 to 184,000

Market Rate

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
