Main Responsibilities
- Ensure adherence to company Operating System Requirements (OSR), Operating System Implementation plan (OSIP), and business line requirements.
- Perform on-site management, supervision, and coordination of self-performed and subcontracted work.
- Execute field construction activities in conformance with project drawings, specifications, schedules, cost estimates, procedures, quality requirements, and safety standards.
- Control project schedule and cost through efficient use of construction resources, including workforce, materials, tools, and equipment.
- Provide input for project schedule development in cooperation with construction engineers and planners.
- Confirm daily and weekly short-range planning down to the foreman level.
- Review design scope and approach for constructability and submit recommendations for change.
- Determine manpower levels to attain schedule milestones and monitor manpower levels and craft mixes.
- Monitor productivity and cost, implementing action to maintain maximum labor productivity and cost-effectiveness.
- Control change/scope creep, ensuring scope changes are documented and approved prior to work performance.
- Implement site safety and security procedures and project work rules.
- Develop safety culture on the project, making safety a natural part of all work performed.
- Assist Site Project Manager in overall administration of labor relations policies.
- Manage contractual commitments of contractors, including cost, quality, and schedule, and coordinate their field activities.
- Plan and manage project temporary facilities.
- Maintain quality of all work in accordance with design documents' standards.
- Maintain effective construction equipment use and maintenance program.
- Maintain supply and control of tools and supplies plan.
- Administer, train, and motivate personnel in construction operations.
- Raise awareness of safety policies and procedures, performing duties in a safe manner and supervising others to comply with established safety policies.
- Typically manage personnel, providing an environment for staff development and advancement, including on-the-job and formal training and timely performance feedback.
- Leverage internal and external resources to administer policies consistently across business lines, functions, and locations.
- Analyze situations, identify problems, forecast outcomes, and evaluate options, recommending and implementing appropriate courses of action.
- Organize and prioritize multiple tasks, set priorities, and meet critical time deadlines.
- Maintain compliance with all applicable policies, procedures, and global standards.
- Support Fluor's Health, Safety & Environmental and Sustainability Policies.
- Effectively develop and apply Core Skills to the job.
- May need to travel for business-related matters.
- Meet expectations on attendance and punctuality.
- Oversee entire construction management process from approving project deliverables to initiating project reviews, continuously assessing and mitigating risks.
- Manage meetings, client relationships, and expectations, preparing progress reports.
- Accredited four-year degree or equivalent in relevant field of study, and twenty years of work-related experience, or a combination of education and experience equal to twenty-four years if non-degreed.
- Ability to communicate effectively with various audiences, including management, coworkers, clients, vendors, contractors, and other stakeholders.
- Job-related technical knowledge necessary to complete the job.
- Ability to learn and apply knowledge of local, state/province, and federal/national statutes and guidelines.
- Ability to attend to detail and work in a time-conscious and time-effective manner.
