Project Purpose
The Office of Head Start (OHS) renewed its commitment to ensuring Head Start grantees have the organizational, management and human capital capacity to fully prepare low income and vulnerable children and families for success as they enter our nation’s school systems . In addition, OHS has substantially increased its efforts to ensure grantee accountability for programmatic outcomes and successful fiscal stewardship of grant funds. At the same time, grantees are faced with the challenges of successfully managing their organizations in a period of dwindling financial resources while also maintaining compliance with increasingly complex federal, state and local regulatory requirements. Ensuring grantees establish effective management systems to meet these challenges requires federal staff and management to function in a dynamic and complex work environment. While the complexity and scope of work performed by federal staff has increased, the size of the federal workforce has decreased due to attrition and retirement. As a result, federal staff must manage significantly larger caseloads of increasingly complex grantees requiring intensive and individualized support. The purpose of this project is to secure support for Head Start and Early Head Start grantees through professional, technical and administrative services for the Regional Office staff and grantees.
Project Manager Description
The Program Manager (PM) will lead a small team in performing functions related to the contract award that include oversight, and programmatic administration of discretionary grants funded through the Office of Head Start. This work environment requires a team that possess high levels of analytical, decision-making and communication skills as well as the technical expertise to assess grantee performance using a wide variety of analytical tools and measures to provide time-sensitive, technically accurate guidance to grantees in a wide range of programmatic and financial management contexts. These functions provide necessary support to OHS Region IX staff in managing the Head Start grant programs. The many functions are driven by documented processes to enable accuracy and reliability in the results. The PM will provide and direct the team in meeting the schedule for timely high-quality deliverables. The PM will work with the Contract Officer Representative (COR), the alternate COR, and the Regional Program Manager as well as other Regional Office personnel to provide them customer support and perform project functions in a fast-paced environment.
Qualifications
- A minimum of a BA or BS Degree, with a preference for a Master’s degree, in a field related to project management, business, or public administration from an accredited university or college;
- A minimum of five years of relevant and progressive post-baccalaureate professional experience managing client services projects of $5M annually in size, scope, and complexity
- A minimum of three years of progressive supervisory experience
- Expertise and experience in project management practices
- Expertise and experience using MS Office
- Experienced in data management systems
- Head Start experience highly desirable
- Expertise and experience with Federal grants management, preferred
- Experienced in building and managing teams in a culture of professionalism and excellence
- Expertise in customer service and managing multiple priorities
- Expertise and experience in budget oversight and management preferred
- Experience in Smartsheet preferred or advanced MS Excel such as pivot tables, vlookups
- Ability to be flexible and manage change
- Ability to manage schedules and work distribution of team to ensure timely deliverables
- Strong customer relationship skills
- Quality management experience
- Highly organized with attention to detail
- Highly process oriented
- Demonstrated ability to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations, and correspondence
- Ability to acquire a public clearance which can take 4-10 weeks
