General Definition of Work
The Information Technology (IT) Manager is responsible for the availability, integrity and security of the corporate applications and network systems for the agency. The IT Manager will demonstrate leadership, including resource allocation, customer service for FMPA staff, project management, and system integration. This role is responsible for assuring the availability and security of the various components of the on-premise and cloud environments including Servers, Storage, Virtualization, Messaging, Network, Telecom, AV, End User Technology, Help Desk, and Cybersecurity.
Work is performed under the general direction of the Chief System Operations and Technology Officer.

Essential Functions
Mentors, leads and manages technology professionals including resource management, hiring, and performance management. Develops a strong IT team committed to exceptional customer service, high availability of IT services and systems with rapid response to critical business needs.
Responsible for management of cloud-based applications, vendor management of hosted and cloud infrastructure, including cost management, negotiations, applicable SLA management and accountability.
Works in coordination with Operational Technology Manager to ensure security, monitoring, and controls of network and cloud-based systems. Works in coordination with Operational Technology team on various projects.
Coordinates security risk assessments, penetration testing and audits to ensure confidentiality, integrity, and availability for critical services and data of the Agency.
Coordinates corporate technology efforts and provides support for external teams located at FMPA Power Plant sites and Tallahassee office. As needed, works with FMPA members to advise on technology related inquiries, phishing training and testing services, cybersecurity practices, etc.
Ensures high quality, high availability computing, web-conferencing, websites, and telephony environment including data and system backups and restore functions.
Maintains physical security by leveraging access control and video surveillance technologies and responds to incidents as required. Monitors security of data processed to ensure integrity and reliability of information systems, communications systems, and other office systems.
Develops and administers the annual budget for agency's IT department; makes purchases and expenditures within spending authority to support, maintain, and implement technology.
Leads IT projects, including design and deployment of IT systems and services.
Oversees maintenance of in-house developed and third-party software applications and web applications across multiple technology platforms.
Ensures the monitoring and performance of infrastructure equipment, coordinates equipment installation and ensures maximum up-time and stability of the Agency’s systems and networks. Identifies trends, prioritizes root cause analysis, and finalizes preventive actions. Responsible for all IT disaster recovery planning and testing for IT solutions and services.
Ensures effectiveness and executes testing of Incident Response / Disaster Recovery Plans by coordinating resources to respond to events. Works with agency staff, external organizations, and resources to coordinate needs regarding incidents or exercises.
Knowledge, Skills and Abilities
Experience managing people with strong leadership, communication, and mentoring skills. Subject matter expert in information technology and cybersecurity. Knowledge of organization and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, standards related to the energy industry, ordinances, and laws; thorough knowledge of the operation, uses and capabilities of electronic data processing and peripheral equipment; thorough knowledge of hardware and software procedures and techniques; general knowledge of systems analysis and networking; ability to understand and carry out written and oral instructions; ability to analyze software programs and make adjustments; ability to establish and maintain effective working relationships with associates and the general public.
Education and Experience
Bachelor's degree with coursework in computer or information technology, cybersecurity, or related field and minimum 7 years of progressive information technology experience, or equivalent combination of education, certifications, and / or experience.
Physical Requirements
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires sitting and speaking or hearing and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally in a quiet location (e.g. library, private offices).
