Under limited general supervision of the Health Officer assumes all administrative responsibilities of the Public Health Department Women, Infants and Children (WIC) Program including compliance with all policies and procedures in the WIC Operations Manual. Is responsible for planning, organizing, implementing and supervising the program activities and all staff of the WIC Program.

Purpose of Position

Under limited general supervision of the Health Officer assumes all administrative responsibilities of the Public Health Department Women, Infants and Children (WIC) Program including compliance with all policies and procedures in the WIC Operations Manual. Is responsible for planning, organizing, implementing and supervising the program activities and all staff of the WIC Program.

Essential Duties and Responsibilities

  • Ability to utilize the ROSIE system for imputing and retrieving specific data for the WIC population.
  • Review WIC computer-generated reports on an ongoing basis and utilize for program evaluation, QA, needs assessment and coordination/integration with other agencies.
  • Completes PNCC questionnaire with pregnant participants, scores completed questionnaire and makes appropriate referrals.
  • Evaluate potential participant nutritional status.
  • Identify and prioritize health and dietary risk factors.
  • Assess nutrition staffing needed to accomplish the goals of the Program, comply with WIC policies and procedures, and continually improve WIC nutrition services.
  • Ensure that the regular formal (e.g., performance evaluations) and information (e.g., staff observation, random file review, etc.) activities are performed to make sure staff perform according to their assigned roles and responsibilities and that they operate with their respective scope of practice (including students and volunteers).
  • Evaluate WIC data, for program evaluation, quality assurance, needs assessment, coordination/ integration and other management purposes
  • Track WIC performance measures quarterly and identify when a quality improvement project may be needed.
  • Understand and ensure compliance with Federal and State WIC regulations. Develop, review and maintain the local policy and procedure manual to assure compliance with the State WIC Program and to best meet the health and nutrition needs of WIC participants.
  • Institute quality assurance measures within the project to assure quality and consistency of services.
  • Attend required WIC sponsored state and regional meetings, and assure that appropriate staff attend meetings and trainings as required.
  • Conduct an assessment of the local project needs; routinely review and update to reflect current data, information and trends
  • Ensure project-developed and any directed Nutrition Education Work plans are implemented, monitored, evaluated and submitted as directed.
  • Develop, implement and evaluate annual WIC objectives, as directed by the State WIC Office, in the Grants and Contracts (GAC) system.
  • Assure compliance with WIC confidentiality policies in sharing applicant, participant or program information, whether through MOU or signed release.
  • Incorporate person-centered principles in to the WIC Project recruitment and selection processes (as allowed). Recruit, hire and train WIC staff, especially members of special population groups. Assure competence of interpreters before hiring.
  • Establish position descriptions that clearly delineate supervision, skills and knowledge.
  • Provide oversight to ensure nutrition integrity for all nutrition-related activities in the WIC project.
  • Participate in development and review of WIC and/or public health nutrition materials, standards of practice, nutrition care criteria, policy, etc., as offered by State WIC Office and Regional Consultants.
  • Coordinate regular meetings and required annual trainings with WIC and agency staff to review policies and procedures, and share other program information.
  • Ensure all WIC staff have opportunities and budget financial resources to participate in meaningful continuing education activities and that all nutrition educators, breastfeeding peers, and bilingual certifiers (including the WIC Director position) meet the requirement for continuing education units.
  • There is significant interaction with employees, clients and other community service agencies.
  • Assure timely completion and submission of reports and surveys (as requested) to the State WIC Office.
  • Communicate with agency management regarding WIC services and needs.
  • Represent WIC at meetings, advisory boards, committees and coalitions.
  • Make referrals to various services and programs in the community. Initiate appropriate health care and social service providers as needed.
  • Provide nutrition assessment, counseling and education to participants. Utilize Value Enhanced Nutrition Assessment (VENA) approach.
  • Communicate and collaborate with the Project Nutritionist (filled by the Project Director) and Breastfeeding Coordinator to assure quality, culturally appropriate, current, person-centered, and evidence-based breastfeeding and nutrition services.
  • Maintain contacts and memoranda of understanding (MOUs) with Health Department programs and other agencies per policy to establish and maintain an effective referral system and confidentiality of participant information.
  • Assure the development of referral criteria and procedures to other community food and nutrition resources.
  • Provide leadership for assuring nutrition services are available to WIC participants through the coordination and integration of other programs.
  • Assess the impact on nutrition services when integrating other health services in order to maintain the integrity of WIC nutrition services. Assure all integrated services meet mutual goals of participating programs.
  • Complete the WIC portion of Health Department annual report, including goals, objectives and outcomes.
  • Assess strengths of individuals and communities and respond appropriately to their needs based on sensitivity to and respect for their diverse cultural and ethnic backgrounds and socioeconomic status.
  • Incorporate strategies for interacting with persons from diverse backgrounds and respond to diverse needs that are the result of cultural diversity.
  • Maintain a work environment that supports and accommodates the needs of breastfeeding mothers and their infants. Promote and support breastfeeding as the norm in the agency, the WIC project and the community.
  • Model Be-PC (Being Person-Centered) skills across all aspects of WIC service delivery. Incorporate Be-PC principles into the employee orientation and performance evaluation processes. Evaluate and train staff based on identified competencies needed for the position.
  • Collaborate with community partners, coalitions and initiatives to promote the health of the population and to advocate access and participation in WIC services.
  • Assure the development of referral criteria and procedures from WIC to other nutrition staff or health care providers for further diagnosis or nutrition related care.
  • Promote the use of Division of Public Health/WIC Program nutrition standards and protocols by health care providers within the agency and community.
  • Participate in community and nutrition needs assessments; share demographic, nutrition, and breastfeeding data.
  • Perform health assessment, including height/weight, hemoglobin, and appropriate health counseling.
  • Keep abreast of latest nutrition and breastfeeding trends and research. Attend educational and training programs as needed. Obtaining at least 75 hours of nutrition continuing education every 5 years per identified training needs. Obtain 75 hours of lactation continuing education every 5 years per identified training needs.
  • Supervise all aspects of the WIC program. Directly oversee the on-going day-to-day operations to ensure quality of service and maintenance of standards of practice.
  • Understand and ensure compliance with Federal and State WIC regulations and assure timely implementation. Complete program monitoring procedures and documentation.
  • Assure that Civil Rights and Nondiscrimination/Equal Opportunity policies are practiced with respect to hiring staff and treatment of participants. Assure annual staff training.
  • Assess local WIC project’s needs and participants’ health and nutrition status. Use information collected to improve WIC services.
  • Responsible for caseload management, clinic flow, clinic schedules to serve participant needs and client services.
  • Oversee the Fit Families program and complete all budget aspects.
  • Determine budgetary priorities for the WIC program.
  • Prepare and justify the annual program budget, ensuring staffing and resources to meet the Program goals and objectives.
  • Track monthly fiscal expenditures and submit reports in a timely manner.
  • Revise the budget narrative as needed.
  • Assure funds are allocated properly and claimed according to WIC Policy.
  • Complete end of year fiscal reporting.
  • Participate in and/or write grants for providing population-based services to the WIC population.
  • Responsible to complete and submit timesheets in a timely manner.
  • Responsible for security of computer hardware and the ROSIE data collection system. Inactivate user rights immediately upon staff leaving WIC.
  • Preserve program integrity and prevent program fraud and abuse.
  • Ensure all staff are adequately trained and annually monitored for compliance with confidentiality policy and prevention of fraud and abuse.
  • Assure all nutrition and breastfeeding services are provided by competent staff per policy and that staff vacancies are filled as quickly as possible with equally (or better) qualified staff.
  • Oversee vendor management and assure that vendor and participant complaints are followed up on appropriately.
  • Utilize individual, team and organizational learning opportunities for personal and professional development.
  • Provide technical supervision of WIC staff.
  • Serve as a preceptor for dietetic interns.
  • Promotes public health nutrition.
  • Responsible for completing all phases of client enrollment in the WIC program, including individual’s needs assessment using person-centered principles. Certify, refer and follow up high risk individuals.
  • Provide nutrition counseling for qualifying women, infants and children; counsels high risk individuals concerning various health issues. Provide education services to WIC mothers related to breast-feeding.
  • Assist clerical staff with client applications, scheduling appointments, answering phone, etc.
  • Ensure WIC staff correctly issue WIC food benefits and enter certification and benefit issuance data/information into ROSIE.
  • Ensure that health screening staff utilize state approved anthropometric and hematological screening equipment and techniques and that equipment is properly maintained.
  • Assure all CPA staff and bilingual certifiers are adequately trained and annually monitored for risk factor identification, effective person-centered nutrition services, food package issuance, referrals, and documenting.
  • Ensure that all project staff and the clinic environment are supportive of nutrition and breastfeeding education as a primary focus of WIC.
  • Help to complete and assure accurate scheduling and documentation procedures for non-certification nutrition education contacts and high-risk follow-up contacts per State policy.
  • Ensure adequate resources for staff to accomplish nutrition and breastfeeding goals and objectives.
  • Provide oversight to assure nutrition integrity for all nutrition related activities in the WIC Project.

Other duties may be required and assigned, including responding to an emergency event during or after hours.

Pay: $70,165.00 - $94,924.00 per year
