Titan Electric Inc is seeking an experienced Right-of-Way Manager to support our project in Casper, Wyoming.
Reporting to the Project Manager, the Right-of-Way Manager is responsible for overseeing and coordinating the Right-of-Way team and project as a whole. This position serves as the project leader, to ensure legal compliance and permits, and licenses are current. This position will work closely with management team within the Company as well as Clients.

Key Responsibilities:

- Lead the field planning and delivery of general ROW restoration/reclamation related activities such as weed control, earthworks reclamation, access road maintenance, SWPPP installation and maintenance, seeding, fencing & gates repairs, bridge removals, while maintaining environmental compliance requirements.
- Manage seasonal construction windows and environmental constraints, particularly migratory bird nesting periods and weed control timelines.
- Oversee field crews, subcontractors, and equipment deployment across all scopes.
- Lead execution and ramp-up to full-scale delivery from June to October 2025.
- Act as primary site contact for internal construction and liaison for federal, state, and private stakeholders.
- Ensure all work complies with BLM, USDA, USFS, and SWPPP guidelines and permit requirements.
- Support reporting, inspections, and audits as required.
- Supervise foremen, general foremen, and multi-disciplinary crews (20-30 personnel).
- Promote and enforce rigorous safety standards and environmental best practices.
- Mentor field teams to ensure high performance and minimal rework.
- Monitor and coordinate follow-up seeding, environmental compliance, and minor restoration activities as needed.
- Ensure closure and close-out documentation, minimizing on-site management needs post-2025.
- Perform other tasks related to this function as assigned
This position requires candidates to:
- Successfully complete pre-employment drug and alcohol testing
- Have and maintain a valid driver's license and acceptable abstract
- Regularly travel to various project sites and office locations
What We Are Looking For:
- 7 years of field experience in Right-of-Way construction, access development, or large-scale environmental restoration. Priority given to those with experience on utility transmission, renewable energy, or infrastructure Right-of-Way projects.
- Background in environmental permitting or compliance monitoring.
- Familiarity with reclamation seeding and weed control programs in arid environments.
- Demonstrated success managing diverse crews, heavy equipment, and seasonal/remote logistics.
- Strong understanding of SWPPP, federal land access requirements, and reclamation best practices.
- Experience coordinating with federal agencies and stakeholders (e.g., BLM, USFS).
- Willingness to work in remote project locations, embedded with operational work groups
- Demonstrated skills in written and verbal communication, coordinating resources as well as the ability to analyze data and solve problems
- Excellent organizational and communication skills; capable of leading in dynamic, multi-stakeholder environments.
- Able to manage multiple priorities simultaneously and meet the time demands of unpredictable activities; capable of handling pressure and challenges in a dynamic business environment
- Ability to establish and maintain effective working relationships with company personnel, clientele and outside representatives of applicable regulatory agencies.
- Strong analytical, critical thinking, problem-solving skills, and a high degree of accuracy and attention to detail
- Strong written and verbal communication skills
- Able and willing to present a valid Driver's License and maintain an acceptable MVR.
