What are the responsibilities and job description for the PAYROLL COORDINATOR position at Forest Preserve District of Cook County?
Under general supervision of the Chief Financial Officer or designee, functions in the capacity of assisting payroll manager with coordination of the bi-weekly payroll process, submission and preparation of quarterly payroll taxes, W-2 process and payroll reporting relative to all departments of the Forest Preserve. Performs time and attendance system payroll administrative functions on a bi-weekly basis. Assists with all procedures relevant to payroll, including but not limited to, balancing, deposit of all amounts deducted for taxes, preparation, and distribution of W-2’s, etc. Maintains confidential records on behalf of the District relative to the bi-weekly payroll of its employees. The Forest Preserve processes payroll on a bi-weekly basis for approximately 600 to 700 salary and hourly employees which includes some seasonal employees.
Typical Duties
Assists Payroll Manager with processing biweekly payroll in the EBS payroll system.
Runs time and attendance reports and distributes to appropriate staff.
Review methods and procedures for tracking sick, vacation, and other payroll related leave balances to ensure accuracy.
Assists with creating third party files for transmission such as insurance, deferred compensation and pensions.
Assists with payroll costing, W2, payroll tax and union dues reconciliation processes.
Participates in Payroll System testing as superuser.
Provides end user training.
Runs checks for distribution on payday.
Maintains confidentiality of non-public employee information.
Minimum Qualifications
Must possess a master’s degree in finance, business administration, public administration, management, or substantially similar area from an accredited college or university AND at least 2 years of full-time professional experience in budgeting, finance, or payroll.
OR
bachelor's degree in finance, business administration, public administration, management, or substantially similar area from an accredited college or university AND at least 4 years of full-time professional work experience in budgeting, finance, or payroll.
OR
high school diploma or GED AND at least 6 years of full-time professional work experience in budgeting, finance, or payroll
Must possess a valid driver’s license.
Preferred Qualifications
Possess payroll work experience with Cook County, the City of Chicago, or the Chicago Park District; OR at least 1 year of experience processing payroll in a payroll department with the Oracle EBS Payroll application.
Knowledge, Skills, Abilities and Other Characteristics
Ability to work well under pressure and attend to detail.
Knowledge of payroll principles, practices, regulations & procedures.
Knowledge of Federal & State payroll requirements and related tax laws.
Experience using Microsoft Office Suite.
Thorough knowledge and ability to understand the organization and operations of the District.
Good communication skills; ability to gather information from others and make inquiries; ability to convey information and explain and describe basic office policy and procedure to others in person, electronically, or by telephone.
Ability to work in a team-oriented environment.
Ability to work independently in a time sensitive environment.
Ability to make sound decisions and multi-task while working in an environment of stress with specific deadlines.
Ability to understand and carry out instructions, written and verbal, and accurately relate such instructions to others.
