Operations Manager Job Description 

Location: Washington, DC 

Reports to: Executive Director 

Position Type: Full-Time, Exempt

FAPA is a D.C.-based grassroots nonprofit advocacy organization and a leading voice for Taiwan in the United States. We believe a free, democratic, independent, and sovereign Taiwan is essential to peace and security for the United States, Taiwan, and the Indo-Pacific region. With over 45 chapters across the country, we empower grassroots advocacy and civic engagement to advance policies that align with our mission. 


Position Overview 


The Operations Manager is responsible for the organization’s day-to-day operations, financial and HR administration, compliance, vendor and facilities management, and board support. This role ensures efficient internal processes, regulatory adherence, and operational effectiveness to support FAPA’s mission. 


Reporting to the Executive Director, the Operations Manager will oversee organizational policies and procedures, financial processes, office administration, facilities maintenance, and vendor relationships. This position also manages building operations, including property maintenance and lease administration. 


The ideal candidate is detail-oriented, proactive, and solutions-driven, with experience managing operational functions in a nonprofit or mission-driven environment. 


Key Responsibilities 


Operations & Compliance 


  • Develop and maintain operational policies, ensuring alignment with best practices and regulatory requirements. 
  • Oversee nonprofit compliance, including tax filings, employment laws, and financial reporting obligations. 
  • Serve as the primary liaison for legal, financial, and compliance matters, ensuring timely filings and adherence to federal, state, and local regulations. 
  • Conduct internal audits and risk assessments to maintain compliance with nonprofit policies and data security standards. 
  • Manage insurance policies, corporate filings, and risk management procedures. 


Finance & HR Administration 


  • Oversee financial processes, including budgeting, expense tracking, and financial reporting in collaboration with accountants and bookkeepers. 
  • Manage payroll processing, benefits administration, and employee records to ensure compliance with employment regulations. 
  • Lead recruitment, onboarding, and HR documentation for staff and interns, ensuring adherence to HR policies and procedures. 
  • Administer performance management processes and maintain personnel records. 

Office & Vendor Management 


  • Ensure smooth day-to-day office operations, optimizing workflow efficiency and administrative processes. 
  • Manage vendor relationships, including IT services, office supplies, professional service providers, and contractors. 
  • Maintain office policies and procedures, supporting a productive work environment. 


Facilities & Property Oversight 


  • Oversee all aspects of facility operations, including maintenance, repairs, security, and space planning. 
  • Manage lease administration, ensuring compliance with agreements and timely coordination with tenants and property vendors. 
  • Lead building improvement projects, including renovations and facility upgrades, ensuring cost-effective and high-quality execution. 
  • Develop and implement a facilities maintenance plan to support long-term property sustainability. 


Board & Governance Support 


  • Provide administrative support to the Board of Directors, including scheduling meetings, preparing agendas, and maintaining governance records. 
  • Assist with board communications and document management, including bylaws, policies, and compliance filings. 
  • Coordinate logistics for board meetings, retreats, and committee meetings. 
  • Facilitate board elections, including managing timelines, communications, and adherence to election protocols. 


Qualifications 


  • 5 years of experience in operations, nonprofit administration, finance, HR, or a related field. 
  • Strong knowledge of nonprofit compliance, financial management, and HR best practices. 
  • Experience in facilities management, vendor coordination, and lease administration preferred. 
  • Ability to oversee operational policies, risk management, and regulatory compliance. 
  • Excellent organizational, communication, and problem-solving skills. 
  • Proficiency in Microsoft Office, Google Workspace, and financial/HR software. 
  • Experience supporting boards of directors and governance processes is a plus. 


Compensation & Benefits 


  • Salary range: $70,000 - $85,000 (commensurate with experience).
