Position Information

The purpose of this classification is to assist the Water/Wastewater Plant Manager with the management and supervision of the operations and activities of water/wastewater treatment plant facilities to provide quality drinking water for public use and to produce quality effluent water in compliance with federal, state and local requirements.


Job Summary

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.

Ensures compliance with all applicable laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.

Consults with department management or other officials to review facility operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; coordinates plant projects/activities with other departments, contractors, outside agencies, or others as needed.

Assists in developing and implementing budget for assigned area; submits budget justifications and manpower justifications; monitors expenditures to ensure compliance with approved budget.

Develops, updates, and implements standard operating procedures and plant protocols.

Assists in developing and implementing long and short term plans, goals, and objectives; evaluates efficiency and effectiveness of plant operations, methods, procedures, and use of resources; implements improvements as needed.

Plans, directs, and coordinates activities of water treatment facilities, wastewater treatment facilities, or water reclamation facilities; develops and implements facility programs; conducts plant inspections and troubleshoots problems; oversees and monitors the treatment process and laboratory analysis; inspects work performed by contractors and outside service providers; schedules plant projects and plant shutdowns; oversees pretreatment program; performs periodic safety checks; monitors feed rates of chemicals and hazardous materials; oversees entry of operational and inventory data into computer.

Performs administrative tasks; prepares, reviews, and authorizes reports, records, and operational data; reviews work schedules and monitors overtime; conveys relevant information to staff members; compiles payroll forms and submits for payment; writes and submits work orders for maintenance/repair needs.

Maintains compliance with state licensing requirements; compiles permit data and submits permit applications per regulatory requirements; compiles data for production of regulatory reports; ensures timely submission of all required reports to appropriate regulatory agencies.

Coordinates capital improvements, construction projects, and contracted services; ensures continual plant operations throughout expansion/construction activities; coordinates with contractors and engineering personnel regarding planning and communications for current/future capital projects; reviews proposals from engineering firms.

Monitors inventory levels of department equipment, chemicals, and supplies; ensures availability of adequate materials to conduct work activities; initiates orders/requisitions for new or replacement materials; obtains competitive price quotes; prepares bid specifications; prepares executive summaries of annual bids or purchases for Board approval; receives incoming orders of chemicals and supplies; conducts periodic inventory counts; prepares and maintains asset inventory records.

Develops staff training programs and coordinates training activities; monitors certification/licensure of staff members to ensure compliance with regulatory requirements.

Responds to complaints and questions related to plant operations or related issues; provides information, researches problems, and initiates problem resolution.

Controls water treatment plant or wastewater treatment plant operations in accordance with all established regulations, standards, and procedures; operates and monitors plant/systems via computer; conducts visual plant inspections and monitors plant operations/processes to ensure proper operations and to detect equipment failures, potential leaks, or other problem situations; conducts field inspections or remote station inspections; troubleshoots outlying wells and pump stations; makes adjustments in plant operations as appropriate; performs preventive maintenance checks and procedures on plant equipment; reports faulty equipment or problem situations to appropriate personnel.

Supervises and assists with plant maintenance, building maintenance, grounds maintenance, or general/manual tasks; calibrates equipment/instruments; cleans/replaces cartridge filters; cleans and replaces vessel membranes; mixes chemical solutions; inspects fire extinguishers; resets electrical circuits; paints surfaces; rakes grounds around dumpster; loads/unloads materials; lifts/moves heavy materials; maintains plant security.

Supervises general cleaning/maintenance tasks necessary to keep plant facilities, equipment, and tools in operable condition, which may include inspecting equipment, performing minor repairs, replacing parts, washing/cleaning equipment, or cleaning work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.

Operates various machinery, equipment and tools associated with plant operations, which may include a motor vehicle, dump truck, backhoe, loader, chemical feeder, pump, well, motor, valve, generator, reverse osmosis skid, membrane softening skid, chlorinator, hoist, pH meter, turbidimeter, spectrophotometer, dissolved oxygen meter, hazardous gas meter, gauges, chlorine analyzer, belt press, titration equipment, odor control unit, telemetry system, vacuum cleaner, safety equipment, laboratory instruments, testing materials, composite sampler, rake, shovel, hand tools, or mechanic tools.

Prepares or completes various forms, reports, correspondence, logs, charts, graphs, performance evaluations, budget documents, purchase orders, executive summaries, bid specifications, procedures, protocols, standards, payroll reports, accident reports, organizational charts, statistical data, permit applications, variance reports, regulatory reports, discharge monitoring reports, effluent analysis reports, sludge analysis reports, operational reports, asset inventory reports, work orders, laboratory sheets, weather reports, flow reports, storage reports, shift turnover reports, equipment status logs, inventory records, chain of custody forms, inspection reports, or other documents.

Receives and reviews various forms, reports, correspondence, budget reports, invoices, payroll forms, accident reports, job applications, statistical data, operational data, regulatory reports, discharge monitoring reports, laboratory analysis reports, usage reports, weather reports, flow reports, storage reports, shift turnover reports, equipment status logs, inventory records, maintenance reports, meter/gauge readings, shift turnover reports, weather reports, maintenance records, equipment operation guides, material safety data sheets, diagrams, blueprints, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a personal computer or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, graphics, e-mail, Internet, or other computer programs.

Performs public relations functions; provides education and information to the public regarding plant operations and related issues; coordinates plant tours; responds to questions from the media.

Communicates with supervisor, employees, other departments, vendors, engineers, contractors, consultants, customers, the public, the media, state/federal agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Attends meetings, serves on committees, and makes presentations as needed.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new processes, methods, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.


Leads the division in ensuring compliance with all safety and health requirement; develops safety policies essential to the division; ensures all new divisional employees are trained on safety policies prior to commencing duties; ensures all divisional staff are trained annually on divisional safety policies ensuring safety standards are consistently followed; maintains safe and healthy working conditions ensuring minimal injury, accidents, liabilities and waste of materials within the division.


ADDITIONAL FUNCTIONS

This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.

Performs the duties of a Plant Operator as required.

Performs the duties of Pretreatment Inspector, Pretreatment Coordinator as required.

Performs other related duties as required.

Minimum Qualifications

Associate’s degree or Vocational/Technical degree with training emphasis in engineering, science, or environmental sciences supplemented by three (3) years of progressively responsible experience and/or training that includes water treatment plant operations, wastewater treatment plant operations, budget development, and supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Class II Water/Wastewater Operator License issued by the State of Georgia. Must maintain a valid Georgia driver’s license.

Personal Leave Accrual

Personal leave shall be accrued as follows:

0 - 4 Years - 20 days per year - 6.16 hours per pay period
5 - 14 Years - 25 days per year - 7.70 hours per pay period
15 Years - 30 days per year - 9.24 hours per pay period

Medical Insurance
The Forsyth County Board of Commissioners offers employees a choice of two medical plans offered by Aetna and a plan offered by Kaiser Permanente.
  • Aetna Choice POS II - $2000 Individual Deductible (Basic Plan)
  • Aetna Choice POS II - $1000 Individual Deductible (Plus Plan)
  • Kaiser Permanente HMO- $0 Individual Deductible

Dental Insurance
The Forsyth County Board of Commissioners offers two dental plans from Delta Dental:
  • Base $1,000 Plan
  • Buy-Up $1,500 Plan

Vision Insurance
The vision plan offered by Forsyth County Board of Commissioners is administered by Aetna and will offer office visit copays for exams, as well as copays for lenses, frames, and contacts.

Basic Life & AD&D Insurance
The Forsyth County Board of Commissioners recognizes the importance of basic life insurance for all of its employees. The Board provides term life insurance and accidental death and dismemberment (AD&D) protection for each full-time employee. This is a County-paid benefit.

Disability Insurance – Short Term and Long Term
100% paid by Forsyth County. Eligibility begins date of hire.

Short Term Disability – 60% of weekly earnings to a maximum of $1,000.00 a week. Eligibility begins 14 days after an accident or sickness and has a benefit period of 24 weeks.

Long Term Disability – 60% of monthly earnings to a maximum of $5,000.00 a month. Eligibility begins at 26 weeks to coordinate with the end of Short Term benefits and continues 24 months (Own Occupation).

Additional Life Insurance and AD&D
Rates vary based on amount of coverage selected. Additional life insurance may be purchased for employee, spouse, and children.

Retirement Plan (401K)

Fully vested at five years of employment – 20% graduated vesting annually. Eligible to begin contributions immediately upon hire.

Six Months through One Year of County Service
Forsyth County matches your contributions, dollar for dollar, up to 5% of your pay. That’s a 100% return on the first 5% of pay you save.

Years One through Five
Forsyth County “seeds” your account with 5% of your pay each year, and matches 100% of what you contribute, up to 5% of your pay.

Years 5 through 10
The County continues its automatic “seed” contribution of 5% of pay, matches up to the first 5% of pay that you contribute, then adds a 50% match up to the next 5%.

After 10 Years of Service
You continue to receive a 100% County match on the first 5% of pay you contribute, and 50% on the next 5% of pay you save. But now, the automatic contribution the County makes to “seed” your account each year increases to 7.5% of your pay.
