Position Information

The purpose of this classification is to inspect construction sites and enforce codes/ordinances governing soil erosion and sedimentation control.

Job Summary

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Interprets, applies, and ensures compliance with County soil erosion and sedimentation control codes/ordinances, approved construction plans/permits, and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; researches code-related issues as needed; initiates any actions necessary to correct deviations or violations.

Reads and interprets building/site plans, land development plans, blueprints, permits, or related documents; reviews approved plans prior to inspections.

Conducts pre-construction meetings with builders/developers; reviews all phases of construction plans; explains requirements for installation/maintenance of erosion control measures.

Conducts inspections of residential/commercial building sites for compliance with applicable codes, established specifications, and County-approved construction plans; inspects pipe installation to ensure proper size and fall according to codes; inspects installation of silt fences; monitors water turbidity and silt levels; inspects stream buffers for exact compliance; inspects detention ponds; ensures that all erosion control measures are in place and properly maintained; checks for potential infringement upon County right-of-ways; takes photographs of erosion problems.

Identifies code deficiencies, hazardous conditions, improper uses, or other situations involving non-compliance; recommends corrective actions; reports violations to appropriate personnel; conducts follow-up inspections; issues warning notices, stop work orders, or citations for non-compliance as appropriate; participates in court proceedings as needed.

Provides information and technical assistance concerning code/ordinance interpretation, compliance, permitted uses, and related issues; discusses problem areas with property owners, developers, and contractors; recommends solutions to problems; mediates disputes and resolves conflicts between citizens, builders, and developers; researches problems and responds to questions/complaints.

Responds to complaints from the public regarding erosion control, stormwater runoff, or related problems; collects information and researches complaints; determines validity of alleged violations and initiates appropriate actions; maintains records of response to complaints.

Prepares or completes various forms, reports, correspondence, logs, field reports, inspection reports, technical study reports, warning notices, stop work orders, citations, vehicle maintenance records, or other documents.

Receives various forms, reports, correspondence, construction/site plans, permits, blueprints, diagrams, technical study reports, laboratory reports, test results, work procedures, codes, ordinances, regulations, specifications, policies, procedures, maps, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, e-mail, Internet, or other computer programs; provides information on County website; loads digital photographs for publication in website.

Maintains records of inspections, field reports, issued citations, and other work activities; makes photographic or video records of inspection sites.

Communicates with supervisor, employees, other departments, property owners, builders, developers, complainants, court personnel, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a comprehensive, current knowledge of applicable codes, ordinances, or other guidelines; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Operates and maintains a motor vehicle to conduct work activities.

This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.

Performs general/clerical tasks, which may include answering telephone calls, sending/receiving faxes, making copies, filing documentation, or processing incoming/outgoing mail.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

Minimum Qualifications

High school diploma or GED; GSWCC Level 1A Certification or higher; supplemented by college level course work or vocational training in soil erosion and sedimentation control; supplemented by one (1) year previous experience and/or training involving soil erosion and sedimentation control, construction site inspection, and construction plan interpretation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license and must acquire and maintain a GSWCC Level 1B Certification within 6 months of hire.
