General Statement of Duties

Forsyth County has an opening for a Behavioral Health Services Director. This position will be responsible for overseeing Forsyth County's mental health (MH), substance abuse (SA), and intellectual and developmental disability (IDD) programs and initiatives, developing and executing a strategic plan, and developing and maintaining partnerships and relationships with behavioral health organizations, providers, hospitals, and the LME / MCO, individuals with lived experience and other stakeholders. Work is performed under the general direction of the Deputy County Manager / Health & Human Services Director.

This position involves county-wide responsibility for managing Forsyth County's behavioral health programs and initiatives.

This position is subject to working in high security areas governed by the U.S. Department of Justice's Criminal Justice Information Services (CJIS) Security Policy and therefore requires successfully passing a more stringent criminal background check.

Distinguishing Features

A successful candidate should have the following knowledge skills and abilities :

Considerable knowledge of laws, regulations, and policies, which govern behavioral health services in North Carolina.

Demonstrated track record of public relations skills including the ability to work with local government officials and community groups.

Skills in supervision, management, strategic plan implementation, policy development, team development, and leadership.

Ability to identify, adopt, and implement best practices from Behavioral Health Crisis Centers currently operated by various jurisdictions within the U.S.

Ability to express ideas clearly and concisely verbally and in writing, and experience presenting to large groups.

Ability to plan and execute work effectively.

Ability to make sound decisions and use good judgment in emergency situations.

Strong critical thinking and problem-solving skills.

Ability to develop and sustain collaborations with other mental health entities within the county, as well as various community partners.

Must have excellent interpersonal skills, be receptive to new ideas and have skills in facilitating meetings.

Proven relationship building skills with staff and other partners to promote teamwork among all involved parties with MH / SA / IDD service delivery in the county.

Ability to manage cross-system collaborations involving multiple partners.

Familiarity with construction projects including licensure requirements.

Knowledge of various funding sources, e.g., grants, ARPA, Opioid Settlement, Maintenance of Effort, county funding.

Minimum Education and Experience

Master's Degree in human services, social sciences, health sciences, business or public administration or related field and five years of experience in a Human Services field including three years of supervisory experience; or

Graduation from a four-year college or university and seven years of experience in a Human Services field including four years of supervisory experience; or

An equivalent combination of education and experience.

Experience managing, coordinating, facilitating, and / or monitoring the provision of mental health, developmental disabilities, and substance abuse preferred.

Drivers License is required

Essential Duties and Responsibilities

Essential duties and responsibilities include but are not limited to :

Leads Forsyth County's behavioral health programs and initiatives, advises County Management and County Commissioners on behavioral health matters.

Oversees all county programs and funding sources related to MH / SA / IDD to include the Stepping Up Program and Substance Use Health Education.

Develops and implements a communications plan to ensure the public and other agencies are aware of all services available.

Participates in community outreach, marketing and education activities.

Assists in the oversight of construction activities related to the County's behavioral health initiatives.

Facilitates collaboration with providers at the Behavioral Health Center while also ensuring compliance with HIPAA and other federal and state regulations.

Oversees the County's behavioral health funds, manages the annual RFP process, tracks outcomes, and monitors performance.

Oversees the County's opioid settlement dollars, manages the annual RFP process, tracks outcomes, and monitors performance.

Serves as the liaison for MH / SA / IDD projects funded with American Rescue Plan Act (ARPA) dollars.

Collaborates with LME / MCO, hospitals, and other service providers to enhance service delivery and ensure no duplication of funding and services (unless warranted).

Serves as County Management's primary liaison with LME / MCO.

Maintains professional working relationships with NC DHHS, LME / MCO, and other state and local organizations.

Oversees the planning, implementation, execution and evaluation of special projects related to MH / SA / IDD services.

Actively participates in committees related to MH / SA / IDD services.

Maintains professional competency by participating in continued education and personal growth experiences to continually lead MH / SA / IDD initiatives in a positive direction.
