Forsyth County's Office of Environmental Assistance and Protection has an exciting opportunity for a Data Specialist. This position develops, builds, manages and maintains comprehensive data management systems using relational databases and spreadsheets for a wide variety of managerial and technical applications.
The majority of work is focused on the development, implementation, documentation and maintenance of Microsoft Excel spreadsheets and Microsoft Access databases requiring extensive use of MS Visual Basic for Applications (VBA). Additionally, advanced working knowledge of Microsoft Excel is required. The ideal candidate will have experience with Power Query, the Power Query M formula language and Power BI as well.

An employee in this position manages data applications by designing, implementing and maintaining complex spreadsheets and databases. Responsibilities include financial accounting and required reporting of revenues and departmental expenditures, supporting all aspects of the air quality permitting program, collecting air pollution emissions inventories from regulated facilities, overseeing quality assurance of collected data, and submitting data to the U.S. EPA's Emission Inventory System. The position verification and reconciliation of data for compliance activities, enforcement actions, reporting requirements and source test data in the U.S. EPA's Integrated Compliance Information System.Associate's Degree in computer science, data reporting and analytics, database administration, business or other related degree and three years experience in design, support and maintenance of Microsoft Excel and Access based data management systems requiring the extensive use of VBA. An equivalent combination of education and work experience may be considered for minimum qualifications requirements.Considerable knowledge of the use of Microsoft Access and Excel with extensive utilization of VBA.
Considerable knowledge of Windows based workstation operation capabilities and limitation in a network environment
Develops and maintains a data management system utilizing databases, spreadsheets and dashboards to address all aspect of the departments data needs.
Creates efficient, user-friendly interfaces for ease of data entry, querying and reporting by administrative staff.
Develops and maintains databases and spreadsheets to manage all aspects of the department's air quality permitting program.
Produces ad-hoc reports
Provides tracking reports and alerts to assist staff with time sensitive activities.
Responds to information requests for Phase 1 site assessments.
Responsible for all aspects of the annual air pollution emissions inventory process, including distribution of forms and databases to collect emissions related information from regulated facilities with industrial processes based on U.S. EPA requirements.
Provides support and guidance for emission inventory preparers.
Ensures that required data submission deadlines are met.
Creates and disperses annual invoices for collection of permit fees and tracks invoice payments.
Assists divisions with data verification by reconciling in-house compliance, enforcement, required reporting and source/stack test data with U.S. EPA's Enforcement and Compliance History Online, State Review Framework results.
Performs related work as required.
