The purpose of this classification is to supervise the operations, staff and resources of the Park Ranger unit within the Code Compliance Department. Employees in this class serve as working supervisors and engage in the work performed by subordinate staff.
EXAMPLE OF DUTIES
The following duties are normal for this position. Other duties may be required and assigned. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and selects new employees; trains and mentors Park Ranger staff on all of the methods and procedures of the Park Ranger unit. Supervises and coordinates work processes to implement goals and objectives for the department and Park Ranger division; organizes, prioritizes, and assigns daily work activities; monitors status of work in progress and inspects completed work; confers with department director, Parks & Recreation Director, designated park staff and assigned staff, assists with complex/problem situations, and provides technical expertise. Provides information and assistance concerning park rules and regulations, codes/ordinances, code interpretation, code compliance, and related issues; discusses violations and problem areas with property owners, developers, contractors, engineers, or other individuals; recommends solutions to problems; responds to questions or complaints concerning code violations. Enforces all pertinent county ordinances and resolves issues involving violations; responds to complaints; makes scheduled inspections of frequent violators to ensure compliance; patrols county parks and inspects various sites to determine compliance with codes/ordinances relating to environmental protection, solid waste disposal, illegal dumping, or other code compliance issues; responds to complaints of potential code violations. Patrols assigned park areas and monitors activity for compliance with park rules and regulations; maintains awareness of potential problem situations throughout the grounds. Conducts preliminary investigations involving incidents and other activities in potential violation of local ordinances, park rules and related regulations. Enforces local ordinances as well as department rules and regulations; issues citations and parking tickets as warranted. Directs traffic during increased visitor activity Acts as a positive representative of the County and the park system when interacting with visitors; provides information and assistance to the public regarding rules, regulations, attractions and related topics. Operates a vehicle, bicycle to patrol the park or patrols on foot; performs routine vehicle maintenance; conducts vehicle safety inspections. Responsible for the division’s budgetary preparation, authorizing expenditures and assuring budgetary guidelines are followed. Oversees maintenance of records of unit activities; preparation of quarterly work plans; maintenance of database records of complaints, inspections, or other work activities. Participates in court activities to pursue legal action against violators; prepares or signs of on case documentation for prosecution of cases in court; attends court and testifies in court proceedings as needed. Prepares or completes various forms, reports, correspondence, budget documents, performance evaluations, legislative packages, newspaper articles, press releases, or other documents; ensures timely submission of required reports to State Department of Revenue or other individuals /agencies as appropriate. Receives various forms, reports, correspondence, budget requests, budget reports, invoices, purchase order reports, time ledgers, personnel performance reports, job applications, legislative bulletins, policies, procedures, laws, codes, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, state revenue system, or other computer programs. Communicates with supervisor, county officials, commissioners, board members, employees, other departments, other municipalities, business representatives, the public, the media, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. ADDITIONAL FUNCTIONS This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.
