Job Overview
The Specialist Contracts will assist in the administration of the contract procurement process. This incumbent will organize, prepare and maintain contracts for district-wide consulting agreements and specialized buy assignments including material bid documents, contracts, files, and budget documents.

Position Description
Essential Duties and Responsibilities
Organize and prepare contracts
- Communicate with other district personnel and departments, attorneys, insurance representatives, inspectors and others to coordinate activities, exchange information and facilitate purchasing and contract operations
- Perform research to determine legality and applicability of proposed contract terms and recommend proposed revisions to the Assistant Director of Contract Management when necessary
- Prepare and submit contract documents for execution and implementation
- Work with district personnel to develop contracts for project-related services from initial inception to project completion, provide technical advice and assist in solving procurement problems
- Maintain computer database files to track contracts and other contract-related documents and monitor invoice payments
- Ensure all contract documents are valid and updated through the life of the contract
- Signal to management all approaching contract expirations
- Perform appropriate contract close-out
- Assist other personnel to promote and ensure an efficient and effective work environment
- Attend various meetings and participate as a committee member, as required, for the purpose to stay informed
- Explicate rules, regulations, policy and procedures related to contract projects and functions to district personnel and to the public in accordance with established procedures
- Provide excellent customer service that is prompt and professional

- Associate's Degree or paralegal certificate from an accredited program required
- Bachelor's Degree preferred
- Minimum of 3 years as a paralegal or legal assistant
- Excellent computer application skills including Microsoft Word, Excel and PowerPoint required
- Knowledge of general legal terminology and legal principles required
- Ability to organize and prioritize workload; ability to multi-task and perform on deadline required
- Professional demeanor, effective communication skills, personal integrity, self-starter and the ability to work with complex issues in a confidential and fast paced work environment required

Additional Information
- Most tasks are performed in a sedentary work environment. Attributes include those required in normal, everyday activities including sitting, walking, standing, bending and reaching. This position may require the ability to lift, push, and pull 25-30 lbs. intermittently in order to box files and to locate boxed documents. Ability to type/operate computer keyboard for extended periods of time is required. Work is performed in an office and is subject to frequent interruptions. Rescheduling and rearranging matters to meet unexpected changes is frequently required. Some assignments are subject to completion within strict time lines and involve the potential stress associated with time-sensitive completion of tasks.
