What are the responsibilities and job description for the Deputy Superintendent position at Fort Leavenworth USD 207?
Purpose: The Deputy Superintendent demonstrates the skill to plan, organize, and supervise multi-department programs, including but not limited to Curricular and Instructional Programs, Human Resources, New Teacher Licensure and Mentoring, Special Education, and district operations. They also will develop and oversee long and short-range goals and objectives within these departments by providing leadership and coordination skills to initiate and implement district initiatives. Additionally, they will use strong interpersonal and communication skills, oral and written communication skills to present ideas and concepts clearly and concisely, and analytical skills to research, acquire, and evaluate appropriate data for effective problem-solving and/or decision-making.

Required Qualifications:
- Education Specialist Degree or higher in Educational Administration
- Valid Kansas Teaching Certificate with District Level Administration endorsements
- Three or more years of successful building or district-level administrator experience
- Strong oral and written communication skills
- Ability to foster a positive image of the district and its goals
- Ability to work in collaboration with district administrators and staff

- Maintain current knowledge of educational issues
- Health and Inoculation Certificate on file in the District Office (after an employment offer is made)
Essential Functions: The Deputy Superintendent supervises and oversees District programming in four overarching areas:
Curriculum, Instruction and Assessment:
- Coordinate curriculum, instruction and assessment development and implementation throughout the district
- Identify long and short-term goals at the district-level
- Work with the administrators and teachers to align the curriculum to district and state standards
- Maintain knowledge of and alignment with curriculum changes and initiatives from KSDE
- Serve as a resource to all staff members
- Organize all curriculum adoption activities
- Organize and conduct grade-level and subject-area meetings
- Work with principals to identify building needs
- Coordinate and Supervise the District Curriculum
- Work with the administrators and staff to align the curriculum to district and state standards
- Work with the administrators and staff to develop curricular initiatives
- Work with administrators and staff to identify professional development needs
- Maintain textbooks and instructional materials for the district
- Supervise the Instructional Materials budget
- Maintain an inventory of materials
- Coordinate the purchasing and distribution of all textbook materials and instructional supplies
- Supervise the purchasing and implementation of technology-based programs
- Work with the Technology department to make recommendations on technology needs related to curriculum and student management
- Supervise the purchase of new technology programs for use in the district
- Work with the Professional Development Coordinator to provide the training needed for program implementation
- Supervise all special subject programs
- Monitor the budgets for district and building departments
- Work with the teachers in each area to determine curriculum goals and program needs
- Supervise the Counseling programs in all schools
- Approve Field Trip requests
- Maintain the approved sites list
- Assure that trips support the curriculum
- Assure that trips receive the proper approval
Testing Programs:
- Supervise the administration of all testing within the district, including serving as the District Test Coordinator
- Coordinate the Building Test Coordinators for assessment requirements and alignment in each building the purchasing and processing of the tests
- Periodically review the material to provide recommendations on currency and purchasing needs
- Interpret and report on testing results.
- Prepare reports on district and building results for the Superintendent and Board of Education
- District & State Assessments:
- Coordinate the requisition, distribution, and collection of all testing materials
- Work with teachers, counselors, and administrators to ensure that the proper procedures are followed
- Ensure that all required tests are administered
- Utilize the results to identify curriculum goals
- Utilize the results to work with the teaching staff on curriculum design
- Monitor all district curriculum activities to ensure that the requirements for accreditation are reached
Accreditation Process:
- Work with building administrators and staff to ensure that KESA requirements are met annually
- Attend State meetings
- Work with the Professional Development Coordinator to provide the required training
- Assist buildings in the review of testing data
State/Federal Programs:
- Coordinate successful application and implementation of Federal Grant programs, including the Department of Defense Education Agency grants
- Provide oversight of all grant writing activities specific to each grant application
- Supervise all grant-specific staff assigned to each grant
- Provide oversight of all budgetary and reporting submission requirements specific to each grant, following all state and federal requirements
- Administer the Local Consolidated Plan
- Prepare the application form
- Monitor all funds
- Supervise the implementation of all programs: Title I, Title II A, ESOL, Drug-Free, Title V, and At-Risk Funds
- Complete all required reports
Personnel:
- Supervise the hiring of all certified personnel
- Work with building administrators to identify annual needs
- Interview applicants
- Recommend individuals to the Superintendent for hiring
- Certify that staff members have the required licenses for their positions
- Supervise the Instructional Impact Coaches and Interventionists assigned to each building and/or specialty area
- Coordinate job targets and alignment designed to improve student outcomes across the district
- Coordinate aligned professional development opportunities specific to their roles
- Evaluate the effectiveness and any changing needs through ongoing collaboration and data
- Provide annual evaluation for each coach and interventionist
- Coordinate Student Teaching Requests
- Work with Human Resources, universities, and staff to arrange placements
- Supervise the evaluation process for all certified personnel
- Ensure the process meets state and district requirements
- Work with other administrators to ensure that highly qualified teachers are in all positions
- Assist in the evaluation process as needed
- Regularly review the evaluation tool
- Work with the Professional Development Coordinator to identify specific topics
Community Relations:
- Represent the District on community committees as requested by the Superintendent, such as EFMP and AFAP
- Coordinate the DARE program with the Provost Marshal’s office
- Assist in providing orientation meetings for new families
Information Management:
- Supervise the development of all district publications
- Work with the Technology department to assist in the development of the district website
Other Duties:
- Act as the Superintendent when he/she is absent
- Attend Board meetings and prepare reports for the Board as directed by the Superintendent
- Serve as District Discipline Officer and conduct discipline hearings as needed
- Perform other duties as assigned
