Position Summary
FVRLibraries is seeking a full-time Information Technology Manager for our Operations Center in Vancouver, WA.The IT Manager will focus on the operational management of the library district's information technology services; overseeing the development, administration, and support of local area networks, desktop and mobile infrastructures, and technology policies. Reporting to the IT Director, this position ensures the efficient day-to-day functioning of IT operations, including service level management, workload distribution, project management, and staff supervision. The IT Manager oversees the operational IT team, including Desktop Administrators and Helpdesk Staff, with shared supervision of Server Administrators. This role requires strong emphasis on staff training, documentation review, vendor relationships, and budget tracking to meet the library district's service objectives effectively and efficiently.
The essential functions of this position include :
- Operational Oversight : Ensure high-quality delivery of IT services across all library locations by managing the service level agreement, the helpdesk ticketing system, the knowledgebase system, and other performance, knowledge, and project management systems.
- Workload Distribution : Oversee workload distribution, ensuring team and individual responsibilities are balanced and aligned with departmental goals.
- Project Management : Manage operational IT projects, such as equipment upgrades, system rollouts, and workflow improvements. Track timelines, deliverables, and outcomes.
- Performance Management : Supervise operational IT staff, and coordinate with the IT Director on shared supervision of strategic IT staff. Conduct performance evaluations, provide feedback, and support professional development.
- Training and Documentation : Develop and review training programs and documentation to ensure IT and District staff are equipped to perform their roles effectively and efficiently.
- Vendor Relationships : Manage relationships with technology vendors and service providers, ensuring contracts are executed effectively and within budgetary constraints.
- Budget Tracking : Track and manage the IT budget, ensuring responsible expenditure and alignment with departmental objectives.

This position works hours that align with our Operation Center, Monday - Friday, 8am-5pm from the district's Operations Center in Vancouver, WA. While the role is exempt from overtime, the exact hours may vary based on the demands of the position and business needs. Occasional evening or weekend hours may be required to meet deadlines or support project requirements.
Compensation & Benefits
This position earns between $81,336.11 and $122,004.17 annually. To be considered for a starting salary above the pay grade minimum, candidates must exceed the minimum experience requirements listed above.
For employees promoted into this position, the starting wage shall be at least a 5% increase over the rate they received prior to the promotion or the start of the pay grade, whichever is greater, not to exceed the pay grade maximum. For more information please refer to the FVRL / AFSCME Collective Bargaining Agreement, Article 14.
We have an excellent benefit package. FVRLibraries covers 90-95% of full-time employees' health insurance premium cost and 90-100% of dental insurance premium costs. In addition we provide employees with Life Insurance, AD&D and Long-Term Disability Insurance at no cost to the employee. Employees have the ability to enroll in additional, voluntary life insurance, income protection plans, flexible spending accounts and health savings accounts.
Our employees enjoy 13 paid holidays throughout the year. Full time employees accrue 8 hours of sick leave per month. The initial vacation leave accrual is 11 hours per month; this increases over time based on years of employment. We also offer other types of paid time off for situations such as jury duty, bereavement leave, inclement weather and more.
