What is Fort Worth Housing Solutions (FWHS)?
Fort Worth Housing Solutions manages Housing Choice Vouchers and other rental assistance programs that help families and individuals cover housing costs. FWHS works closely with numerous partners to promote economic independence and positive change in the lives of more than 33,000 individuals every day.
As the Chief Operating Officer (COO), you will provide overall management for the Fort Worth Housing Solutions (FWHS) public housing programs (PHA), ensuring efficient service delivery to the community. This position involves strategic planning, oversight of various departments, and collaboration with the CEO to implement the organization’s mission and goals.
In this role, the Chief Operating Officer’s primary job responsibilities include :
- Oversees Housing Operations & Client Services, Asset Management, Information Technology, Finance, and Communications departments including planning, developing, budgeting, directing and implementation of programs to ensure all functions comply with applicable federal, state, and local rules and regulations and FWHS policies.
- Assists the President to analyze operational issues and recommend solutions; establishes short and long-term department and agency goals based on FWHS priorities, federal program requirements, and state and local regulations and statutes, and communicates status and progress of performance effectively.
- Assists President / CEO in monitoring progress and execution of FWHS Strategic Plan; gathers and assesses data and metrics and partners with department leadership to assess progress and set quarterly goals and to ensure timely completion of objectives.
- In partnership with the executive team, ensure the continued financial viability of FWHS’s projects through sound financial management, development and administration of the annual budget, monitoring expenditures, and development of strategies for administrative efficiency; oversee compliance, budget, and audit processes in partnership with financial department leadership.
- Prepare, approve, and submit plans, reports, statistics, and other filings as required by HUD and other federal, state, and local authorities.
- Assists the President in the preparation of information, reports and recommendations for the FWHS Board of Commissioners; attends Board meetings and advises the BOC.
- Develops policies, procedures and goals for oversight departments to ensure efficient operations and effective execution of department objectives.
- Assigns work for staff and monitors and evaluates job performance; manages staff to encourage performance and dedication; sets goals for growth and achievement and provides development opportunities.
- Responsible for oversight and execution of FWHS operations and communications in the absence of the President as delegated; partners with executive team to investigate internal control issues and respond to crisis matters.
- Leads other leaders within FWHS to ensure alignment with agency culture and strategy; partners effectively and builds relationships with department leadership to ensure communication and efficient execution of FWHS objectives.
- Conducts regular staff meetings to share critical information, monitor objective progress, and formulate action plans.
- In partnership with the Human Resources department, investigates internal and external complaints concerning FWHS staff and operations.
- As delegated, represents FWHS when meeting and interacting with elected officials, business partners, community associations, and housing advocacy and industry organizations, including written and verbal communication and public speaking.
- Attends professional meetings, seminars and conferences to stay current on affordable housing industry regulations, trends, best practices, activities and concepts, and provides information to applicable department leadership. Supports, assists and works with other housing authorities, government agencies, and community partners in joint efforts which are mutually beneficial.
- Performs other related duties as assigned.
