Position Purpose

The Talent Management Compliance Coordinator manages the district’s compliance team members, ensuring new hires are fully cleared, credentialed and eligible for hire. The compliance coordinator must ensure that district operations and employees adhere to the laws that regulate that particular industry or profession. The individual identified for this position will provide monthly audit reports, manage, and analyze data, conduct risk assessments, and enforce corrective action when necessary. The ideal candidate will possess excellent organizational and analytical skills, expected to be well organized, detail-oriented, have strong problem-solving skills, working comfortably under pressure and delivering on tight deadlines.

ESSENTIAL JOB FUNCTIONS

Sourcing and Acquisition

  • Facilitates and documents the completion of all background clearance processes for employees, volunteers, and contractors.
  • Provides oversight of Talent Management personnel who provide fingerprinting services for prospective employees, parent volunteers / chaperones, and contractors using prescribed procedures as required by TEA.
  • Responds to criminal background inquiries and routes to appropriate internal staff for review.
  • Ensures all fingerprints are clear and identifiable in order to meet State and Federal standards and to avoid rejection.
  • Enters all background check results in associated federal and state systems, in addition to Fort Worth ISD databases, in a timely manner.
  • Responds to unscheduled priority requests for fingerprinting services as identified by the supervisor.
  • Collects and processes associated fees.
  • Accurately manages and maintains receipts for recordkeeping.
  • Facilitates the process of completion for employee I-9s and CPS requirements.
  • Facilitates and documents the H-1B process and records updates to candidate status.
  • Connects with new employee candidates and legal representatives to support the timely completion of the H-1B visa process.
  • Completes recordation of employee demographics.
  • Provides excellent customer service for individuals receiving background-screening services.
  • Performs effective and efficient data entry and recordkeeping functions in support of departmental operations.
  • Receives, sorts, and distributes incoming and outgoing correspondence.
  • Completes employee and / or contractor badging / identification.
  • Compiles analytics and prepares reports as needed.
  • Performs related duties consistent with the scope and intent of the position.
  • Works collectively with other FWISD departments to provide supporting services as directed by the supervisor.
  • Performs other duties as assigned.
  • Follows District safety protocols and emergency procedures.
  • Ensures compliance with Local, State and Federal employment laws.
  • Participates in collaborative work as needed, especially during high-volume time periods.

Certification and Licensing Compliance

  • Processes teacher applications and verifies certification with the Texas State Board of Educator Certification (SBEC), universities, colleges, and education agencies in other states.
  • Assists District personnel in identifying appropriate certification requirements for teacher assignments according to SBEC assignment criteria.
  • Tracks certification, testing, and permit status and follows-up with candidates to ensure completion of certification requirements within established timelines.
  • Processes SBEC permit applications and monitors permit status.
  • Works collaboratively with external partners on teacher residency programs.
  • Records, Reports, and Correspondence

  • Implements legally sound and effective human capital management programs, policies, and practices that achieve District and divisional goals.
  • Compiles, maintains, and files all reports, records, and other documents as required including maintaining a database of certification and licensing information for certified or licensed professionals, paraprofessionals, and auxiliary employees.
  • Prepares correspondence, forms, and reports according to district standards and requirements.

  • Knowledge, Skills & Abilities

  • Knowledge of applicable federal and state laws regarding education and teachers.
  • Knowledge of the State of Texas bylaws regarding certification requirements, criminal history reviews, policies, and procedures.
  • Knowledge of university courses and teacher preparation programs leading to Texas certification.
  • Knowledge of records administration and maintenance techniques and procedures.
  • Skill in written and oral communication including interacting effectively with all levels of central office and campus staff, as well as public inquiries.
  • Skill at the intermediate level, working with Microsoft Office , especially Outlook, Excel, and Word.
  • Skill in interpersonal relationships, including using tact, patience, and courtesy.
  • Skill in working with initiatives that require collaboration with District and outside agencies and organizations.
  • Ability to handle difficult and stressful situations with professional composure.
  • Ability to process and handle confidential information with absolute discretion.
  • Ability to use software to access databases, email, create spreadsheets, and do word processing.
  • Ability to organize and coordinate work, including maintaining attention to details and quality, and prioritize work while meeting multiple deadlines.
  • Ability to communicate effectively, both oral and written forms.
  • Ability to engage in self-evaluation with regard to performance and professional growth.
  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
  • Physical & Mental Demands, Work Hazards

  • Tools / Equipment Used : Standard office equipment, including computer and peripherals.
  • Posture : Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing / pulling, and twisting.
  • Motion : Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting : Occasional light lifting and carrying (less than 15 pounds).
  • Environment : Works in an office setting; occasionally requires irregular and / or prolonged hours.
  • Attendance : Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands : Maintains emotional control under stress; works with frequent interruptions.
  • Minimum Required Qualifications

  • Education : Bachelor’s degree from an accredited college or university required; Master’s degree from an accredited college or university preferred; Major in a field related to Business, Human Resources, Management, Education, or related field preferred.
  • Certification / License : None.
  • Experience :  1-2 years of experience required in compliance monitoring, human resources, education, or a related field preferred; Experience with Texas certification requirements preferred;
