Position Purpose
Leads central hearings and conferences in order to ensure due process for students in jeopardy of removal or expulsion from a traditional school setting. Works with Director and Assistant Director to develop strategies for working with at-risk youth and their families. Coordinates with District support personnel, law enforcement agencies, and community resources in recommending appropriate services for students. Supports the Department of Student Discipline & Placement in creating and maintaining a secure environment that is conducive to the educational process.
ESSENTIAL JOB FUNCTIONS
Acts as the District designee to conduct hearings and conferences in a fair and impartial manner for students in jeopardy of removal from a traditional / mainstream school setting to a District Alternative Education Program or the Juvenile Justice Alternative Education Program.
Responsible for collecting and evaluating all the facts relevant to the conduct violation; determines the disciplinary outcome consistent with local and state policies.
Compiles, maintains, and files conference / hearing data, records, and other required documents.
Generates and interprets student discipline policies and the Student Code of Conduct; acquaints students and their parents / guardians of their rights and responsibilities.
Assists school administrators in identifying cause of student's misconduct and explores intervention strategies to address behaviors of concern in lieu of removal.
Serves as liaison between schools and community resources.
Contributes to the planning and implementation of department procedures.
Safety
Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Knowledge of applicable federal, state, and local laws regarding education and student discipline, as well as District policies and procedures.
Knowledge of community resources available to students and their families.
Skill in providing exceptional customer service.
Skill at the college level, in writing, speaking, and interpersonal communication skills, including principles of English and grammar usage.
Skill working with a diverse, urban population preferably focused on families.
Ability to present information in one-on-one, small group, and large group situations to students, parents, and District staff.
Ability to work in a team environment, including teams from other departments.
Ability to handle difficult and stressful situations with professional composure.
Ability to exercise discretion regarding matters of a sensitive or confidential nature.
Ability to understand, interpret, and apply rules, policies and procedures relating to student discipline.
Ability to understand and interpret Chapter 37 of the Texas Education Code (TEC).
Ability to accurately complete statistical reports.
Ability to use available and / or appropriate resources.
Ability to use software to access databases, email, create spreadsheets, and do word processing.
Ability to organize and coordinate work.
Ability to communicate effectively, both oral and written forms.
Ability to engage in self-evaluation with regard to performance and professional growth.
Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
Travel Requirements
Travels to school district buildings and professional meetings as required.
Physical & Mental Demands, Work Hazards
Tools / Equipment Used : Standard office equipment, including computer and peripherals.
Posture : Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing / pulling, and twisting.
Motion : Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting : Occasional light lifting and carrying (less than 15 pounds).
Exerting : Occasional 20-50 pounds of force; frequent 10-25 pounds of force to move objects in preparation for meetings.
Environment : Works inside; occasional work outside to travel between buildings or in the preparation / completion of meetings (exposure to sun, heat, cold, and inclement weather); may require occasional irregular and / or prolonged hours.
Attendance : Regular and punctual attendance at the worksite is required for this position.
Mental Demands : Maintains emotional control under stress; may have to provide de-escalating assistance in volatile situation with students; works with frequent interruptions.
Hazards : May be subject to adverse and hazardous working conditions, including violent and armed confrontations; ability to control sudden violent or extreme physical acts of others and exhibit rapid mental and muscular coordination simultaneously.
Minimum Required Qualifications
Education : Bachelors degree from accredited college or university in Education, Social Work, Criminal Justice, or related field.
Certification / License : Valid Texas Teaching Certification preferred; Licensed Professional Counselor (LPC) preferred; Licensed Marriage & Family Therapist (LMFT) preferred; Licensed Social Worker (LBSW, LMSW, LCSW) preferred.
Experience : 3 years’ teaching or working with adolescents in the mental health, human services, or juvenile judicial field.
Language : Bilingual (English / Spanish) working proficiency preferred.
