The Information Technology Services Division (ITSD), the IT Project Management Office (IT PMO), and Business Analysis (BA) services - The Disaster Recovery (DR) initiative aims to evaluate and improve the Los Angeles Department of Water & Power's ability to recover from disruptive events by identifying gaps, establishing policies, and enhancing response strategies. There is a need to refine processes, templates, and strategies, particularly in BA, which currently lacks established governance frameworks. Existing IT PMO / BA structures and resources will be assessed, optimized, or replaced, with new Organizational Process Assets (OPAs) created and documented as needed. IT PMO is implementing a Project Management Information System (PMIS) as part of its governance framework.
The Business Analyst Consultant will provide expertise in both Disaster Recovery / Business Continuity Management (DR / BCM) and IT Project Management Office (PMO) initiatives. This role involves conducting business impact analyses, defining recovery objectives, improving DR / BCM processes, and aligning IT projects with organizational goals. The consultant will collaborate with stakeholders to enhance project governance, business analysis capabilities, and strategic planning while ensuring business continuity preparedness and resilience.

WHAT YOU'LL DO :
Disaster Recovery Analysis Work :
Conduct business impact analysis (BIA) to identify critical business functions, processes, and systems, assessing vulnerabilities.Define and document Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs) in collaboration with stakeholders.Analyze current DR / BCM processes, identifying inefficiencies, gaps, and opportunities for improvement.Develop DR / BCM strategies, risk mitigation measures, and business process recovery plans.Facilitate workshops and stakeholder interviews to gather requirements and define DR / BCM initiatives.Identify dependencies between business processes, systems, and resources to improve recovery effectiveness.Evaluate and recommend DR / BCM technologies and tools for enhanced preparedness.Conduct cost-benefit analysis for DR / BCM investments and justify resource allocation.Collaborate with IT teams to ensure alignment between business needs and technology solutions.Support DR / BCM implementation, including testing, training, and creating recovery procedures.Project Management Office Analysis Work :
Assist in defining and implementing project management best practices and governance frameworks.Elicit and document business requirements for IT projects, ensuring alignment with strategic goals.Conduct feasibility studies and cost-benefit analyses to assess project viability.Facilitate project charter development, scope definition, and project planning efforts.Analyze and map business processes to identify opportunities for process improvement and automation.Engage stakeholders to ensure effective communication and collaboration throughout the project lifecycle.Develop and maintain project documentation, including requirements, functional specifications, and change control processes.Track project progress, identify risks, and provide recommendations for corrective action.Assist in implementing project management tools, methodologies, and templates for better governance.Conduct post-project reviews to capture lessons learned and promote continuous improvement.Align IT strategic planning with departmental and business unit objectives, identifying project interdependencies.Develop training programs for onboarding business analysts and establish stakeholder engagement strategies.Implement knowledge management systems to document best practices and insights for business analysis.Evaluate and oversee the implementation of business analysis tools and methodologies.Develop risk mitigation strategies in collaboration with the PMO team.WHAT YOU'LL BRING :
Minimum of 7-10 years in business analysis, IT project management, or disaster recovery / business continuity planning.Bachelor's degree in Business Administration, Information Technology, or a related field; CBAP, PMI-PBA, or equivalent certifications preferred.Strong understanding of business impact analysis, recovery planning, and IT project governance.Expertise in conducting feasibility studies, cost-benefit analyses, and risk assessments.Experience with PMO governance, project tracking, and process automation.Ability to facilitate workshops, gather requirements, and communicate with executives and technical teams.Experience with business analysis tools, DR / BCM software, and project management platforms.Ability to develop training programs, implement knowledge-sharing systems, and onboard new business analysts.Fortuna operates as a staffing agency that sources screens and presents potential candidates for employment opportunities on behalf of our clients.
