Job Description: Senior IT Project/Program Manager
We are seeking an experienced and detail-oriented Senior IT Project or Program Manager to lead and support enterprise-level software development and modernization initiatives within a government contract environment. You will have a minimum of five (5) years of experience managing full IT system lifecycle projects-from planning through post-implementation support. You will demonstrate strong communication, leadership, and collaboration skills across multi-disciplinary teams, vendors, and stakeholders. This contract position is part of a Request for Proposal (RFP) process with a future anticipated start date based on award.

What You'll Do:
-
Lead end-to-end IT system implementation lifecycle including planning, requirements gathering, design, development, rollout, post-implementation support, and governance
-
Apply industry-standard SDLC methodologies to manage technical teams, ensuring adherence to enterprise architecture, security, and QA standards

Collaborate with cross-functional teams including IT divisions, infrastructure, application development, and enterprise governance groups

Utilize quality improvement models (e.g., PDCA, DMAIC) to identify and drive resolution of issues and inefficiencies

Create documentation, deliverables, and reports to support project governance, status updates, and audits

Provide training, transition planning, and knowledge transfer to client staff and stakeholders
What You'll Bring:

Active certifications: PMP, Scrum Master, ITIL, CompTIA (preferred)

Bachelor's or Master's degree in Business Administration, Information Technology, Computer Science, or a related field

At least three (3) years of experience working with large organizations as a Business Analyst, Quality Consultant, or equivalent role ensuring large IT systems are delivered with high quality

Experience coordinating modernization initiatives and collaborating with multiple vendors and customer stakeholders

Strong experience with SDLC methodologies (Agile, Scrum, Waterfall)

Ability to create and track complex project plans, manage risk, and drive decision-making

Familiarity with enterprise architecture frameworks, IT security compliance, and QA standards

Proficiency in tools like MS Project, JIRA, Confluence, and Microsoft Office Suite (Word, Excel, PowerPoint)
