What are the responsibilities and job description for the Senior Strategic Utility Consultant position at Fortuna BMC?
We are seeking an experienced utility resource to conduct a comprehensive organizational performance and program evaluation of the Los Angeles Department of Water & Power: a thorough review of its systems, key operations, and primary processes to better understand the current state of LADWP. The scope of work will address barriers, gaps and risks that hinder the achievement of Department goals. From these findings, the individual will provide recommendations, actionable steps and implementation support for the organizational and operational changes necessary to achieve the LADWP's water and power goals.

WORK SCHEDULE: Monday - Friday, business hours
Contract for one (1) year with the potential for two, 1-year extensions.

WHAT YOU'LL DO:

Lead comprehensive assessments of LADWP's technology, processes, and operations, identifying opportunities for systemic improvement.

Evaluate strategic planning documents to ensure alignment with the organization's clean energy and water sustainability goals.

Develop actionable roadmaps and milestones to drive operational excellence and institutional reform.

Provide strategic and tactical guidance to LADWP leadership, optimizing decision-making, resource allocation, and workforce planning.

Conduct technology and infrastructure gap analyses, recommending solutions for enhanced efficiency and future-readiness.

Analyze internal authority structures and barriers, advising on governance improvements and risk mitigation strategies.

Support stakeholder engagement, including Commissioners, executive management, labor unions, and policymakers, ensuring seamless implementation of recommendations.

Deliver regular reports and presentations on progress, risks, and strategic insights for executive leadership and city officials.

WHAT YOU'LL BRING:

15 years of experience in utility management, strategic planning, or infrastructure transformation within large public-sector utilities or energy/water firms.

Expertise in organizational transformation, including workforce optimization, process reengineering, and governance enhancement.

Deep expertise in technology systems analysis, infrastructure planning, governance frameworks, and workforce strategy.

Experience in regulatory compliance, public policy analysis, and municipal utility operations.

Demonstrated success in advising executive leadership and working with government entities on high-stakes infrastructure projects.

Analytical mindset with the ability to translate complex data and assessments into clear, actionable recommendations.

Proven track record of leading large-scale organizational assessments and successfully implementing process improvements.

Strong background in risk assessment and mitigation, with a focus on economic, technological, and operational vulnerabilities.

Master's degree in engineering, Business Administration (MBA), Public Administration, Economics, or a related field (PhD preferred but not required).

Professional certifications such as Project Management Professional (PMP), Certified Energy Manager (CEM), or equivalent certifications are highly desirable.
