Job Title: Maternal BHS Project Director

Reports To: Chief Clinical Officer

Project Summary:

Community-Based Maternal Behavioral Health Services (Community-Based Maternal BHS) is a 5-year program funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) designed to improve access to evidence-based, timely, and culturally relevant maternal mental health and substance use (behavioral health) intervention and treatment by strengthening community referral pathways.

The Project Director will oversee project implementation in alignment to the approved project narrative, timeline, and budget. This role will ensure collaboration between pregnancy and post-partum healthcare organizations and behavioral health care partners and assure the provision of short-term behavioral health services for those who cannot access care. The Project Director will supervise the Project Lead Care Coordinator and Evaluator.

This role seeks a dynamic leader passionate about transforming maternal health care systems to ensure all women and birthing individuals have access to safe, equitable, and person-centered care.

Forward Leading IPA (FLIPA) is a nonprofit membership association of safety net providers working in partnership to provide the highest quality healthcare to the most vulnerable populations in Upstate New York since 2017. FLIPA is renowned for its commitment to integrating primary care and behavioral health. Our growing membership includes a combination of federally qualified health centers (FQHCs), behavioral health providers, and a rural health network and serves individuals across Upstate New York.

Duties/ Responsibilities:

  • Coordinate project team to develop and manage project schedule and workplan to align to program objectives and funder requirements
  • Manage overall project strategy, internal and external resources, budget and timelines
  • Establish contracts with outside agencies and consultants as needed
  • Assess and manage project risk, establish risk mitigation actions as required
  • Manage project staff including Project Lead Care Coordinator and Evaluator
  • Collaborate with project team, partner organizations, subject matter experts to establish a Behavioral Health Team for screening, assessment, and referral.
  • Develop effective patient referral pathways, including care coordination strategies, supervision partnerships, and patient monitoring processes
  • Coordinate with partners to oversee development of training strategy and schedule
  • Oversee development and implementation of data collection plan and project reporting including progress reports, outcome data and communication of results at monthly project team meetings
  • Identify challenges and opportunities for improvement related to project implementation and data collection efforts
  • Effectively work across multiple organizations and geographies to support project progress within different organizational cultures structures and communities
  • Represent FLIPA at local and national conferences, forums, and community events to raise awareness and build support for maternal health initiatives.
  • Other duties as assigned

Education & Experience:

  • Master's/Doctoral degree in related fields, such as business, public health, healthcare administration or equivalent experience required
  • Related experience as a maternal health, mental health specialist, and/or individual with lived experience desirable
  • 3-5 years of project director, project management, community health programming or related experience required
  • Prior experience with large-scale implementation grants and/or SAMHSA funding preferred
  • 3-5 years of experience supervising direct reports
  • Experience within the New York State health care system (population health, behavioral health, Federally Qualified Health Centers, or similar) required

  • Excellent organizational and leadership abilities
  • Ability to manage multiple priorities effectively with minimal supervision
  • Outstanding communication and people skills
  • Ability to recognize, navigate and address structural barriers within healthcare systems to ensure equitable access and improved outcomes.
  • Ability to gather information throughout the lifespan of a project and report out to a variety of audiences
  • Experience seeing project through the full life cycle
  • Strong interpersonal skills, independently resourceful and thrives in a fully remote environment
  • Proven ability to complete projects according to defined timelines and objectives
  • Ability to supervise and guide data analysis, program evaluation, and performance/operation metrics
  • Proficient with MS Office and various business software

Additional information:

  • This position will be remote with occasional travel expected for on-site meetings or training across New York state
  • New York state residency required.
  • Current resident in the Greater Rochester or Syracuse communities preferred
  • Experience within healthcare in Rochester or Syracuse city communities preferred

Job Type: Full-time

Pay: $75,000.00 - $100,000.00 per year
