Position Overview
As a Payroll Analyst - Prevailing Wage Compliance, you will be responsible for ensuring compliance with prevailing wage laws and regulations related to payroll processing. This role requires a thorough understanding of prevailing wage requirements, strong attention to detail, and the ability to collaborate effectively with internal stakeholders to ensure accurate and timely payroll processing.
Key Responsibilities
Prevailing Wage Compliance
Manage the payroll processing for projects subject to prevailing wage laws, including accurate calculation of wages, fringe benefits, and overtime rates.
Ensure compliance with all federal, state, and local prevailing wage requirements, including Davis-Bacon Act and state-specific prevailing wage laws.
Stay current with changes in prevailing wage regulations and communicate updates to the Payroll team and relevant stakeholders.
Review contracts for Prevailing Wage requirements and collaborate with other parties, as appropriate, to gather and verify prevailing wage data for accurate payroll processing.
Payroll Processing
Process payroll for employees subject to prevailing wage requirements, ensuring accurate calculation of wages, deductions, and benefits.
Review and audit timesheets, pay rates, and payroll reports to ensure accuracy and compliance with prevailing wage laws.
Address any discrepancies or issues related to prevailing wage calculations and resolve them in a timely manner.
Prepare and distribute certified payroll reports and other required documentation as per prevailing wage regulations.
Data Management and Reporting
Maintain accurate and up-to-date records of prevailing wage data, including employee classifications, wage rates, and fringe benefits.
Perform, compile, complete, and enter Certified Payroll, reports, and reviews in LCP Tracker, Elation Systems, Labor & Industries websites, and/or other online municipality reporting systems to ensure contractors are compliant with Prevailing Wage and DBRA clauses.
Generate and analyze reports related to prevailing wage compliance, including certified payroll reports, fringe benefit reports, and compliance audits.
Provide support for internal and external audits and investigations related to prevailing wage compliance.
Create, maintain and update project files in both electronic and hard copy format.
Training and Education
Provide training and guidance to Payroll team members and other stakeholders on prevailing wage compliance requirements and best practices.
Develop and maintain process documentation and training materials related to prevailing wage processing.
Qualifications
Bachelor's degree in Accounting, Finance, Business Administration, or a related field is preferred.
3 years of experience in payroll processing, with specific experience in prevailing wage compliance using Elation and/or LCP Tracker, Labor & Industries Website systems.
2 years experience with California Certified Payroll.
Strong understanding of federal, state, and local prevailing wage laws and regulations, including Davis-Bacon Act.
Experience with payroll software and systems, preferably Ceridian Dayforce or similar platforms.
Excellent analytical and problem-solving skills, with a strong attention to detail.
Moderate to advanced Microsoft Office skills (Excel, Word, Outlook, Teams, etc.)
Ability to prioritize and manage multiple tasks in a fast-paced environment.
Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.

Compensation
Base: $90,000 - $110,000 / Annual
Bonus: 10% Target Bonus
Total Compensation (Base Bonus): The successful candidate could reasonably expect a Total Compensation Package in the range of $99,000 - $132,000
Equity: This role is not eligible for equity opportunities, awards or grants.
