Purpose of the Position:The Director of Finance & Operations reports directly to the Principal/Head of School and provides for the comprehensive and efficient management of the fiscal, human resources, and facilities affairs of the school.
12-month administrative position. Start date on or around July 1, 2025. Salary range dependent on skills and experience: $90,000 to $118,000.
Essential Duties and Responsibilities- Play a leadership role in the development and implementation of effective strategic, financial and human resources planning and information:
- Provide financial and human resources advice and guidance to the Principal/Head of School and the committees and leadership of the Board of Trustees
- Institute and facilitate strategic, financial, and human resources and facilities planning
- Research, model, analyze, prepare and submit the annual operating budget
- Prepare detailed analyses and reports as required on financial, human resources, facilities, grants and related administrative matters
- Attend and make presentations to related administrative, Board and committee meetings
- Provide coaching to staff as needed in budgeting, purchasing, human resources and facilities issues. Offers insight, experience, and problem-solving advice to management staff and Board as needed
- Provide above duties, as needed, for the Four Rivers Educational Foundation, Family Council and other school-related groups.
- Provide comptroller functions to ensure finances are managed in accordance with DESE and charter regulations, policies and procedures, and generally accepted accounting principles.
- Manage accounting and financial systems, and maintain accurate accounting records
- Conduct financial analysis and prepare detailed financial statements and reports
- Provide financial and accounting advice, direction and leadership
- Facilitate and coordinate the annual plans for entitlement grants and other government and non-government grant applications. Monitor reporting requirements and prepare grant amendments, Final Reports, monthly drawdown of funds, and adherence to grant requirements
- Ensure compliance with financial legislation, DESE and Charter School Policies and Procedures, and adhere to restrictions and regulations of banks, Investment funds.
- Develop, implement, and document purchasing practices, forms and systems and oversee the majority of purchases
- Prepare for annual audit, work with auditors to prepare financials, respond to auditors’ questions and comments, and implement actions to address deficiencies, if any
- Establish and maintain cash controls, petty cash procedures and payment processes
- Monitor spending against approved budget and recommend corrective actions as needed
- Manage cash and other investments and reserves and reconcile bank and investment accounts.
- Provide above services for the Four Rivers Educational Foundation, Family Council, other school groups, as needed.
- Manage and coordinate human resources and administrative functions including personnel and benefit administration, and payroll.
- Develop and maintain a current benchmarking system for area salaries, salary scale components and benefits structures for similar positions to those at Four Rivers Charter Public School.
- Research and recommend changes to annual salaries and benefits in keeping with competitive benchmarking results and feedback from staff, administration, the budget and the strategic goals set by the Board
- Manage and administer the payroll system in order to ensure all staff are paid on a timely and accurate basis and that appropriate costs are apportioned to related federal and state grants
- Assist in the updating of job descriptions and development of role transitions
- Maintain a recordkeeping system for time off benefits used by staff
- Provide research, advice and assistance to the Principal/Head of School and the Committee on Trustees and Personnel Policies on human resource planning and management issues, seeking advice of school legal counsel, when required
- Arrange for the timely registration of new staff in the Mass Teachers Retirement System, and prepare and submit monthly transmittals of data and contributions to the MTRB
- Oversee compliance with required employee records, including CORI, SORI, fingerprint and driving records results for new hires
- Ensure personnel records and files are maintained and are in compliance with requirements mandated by the DESE and state and federal laws
- Assist in the development of Personnel Policies and maintain a current and accurate set of such policies, suggesting or recommending changes as required due to changes in benefits, practices or legislative and/or regulatory requirements
- Performs, Coordinates or Oversees other administrative functions and non-administrative tasks in support of the effective and efficient functioning of Four Rivers Charter Public School.
- Serve as Chief Procurement Officer. Prepare bidding documents and review all draft contracts for fiscal integrity, soundness and compliance with applicable regulations and implement fully executed contracts, seeking input as required from school legal counsel
- Arrange for and purchase all insurance products needed for Four Rivers Charter Public School and Four Rivers Educational Foundation. Act as an intermediary with insurance vendors, related inspections, audits, and claims reporting
- Oversee the monthly Pest Control contract and maintain the required DESE Pest Control Plan documentation
- Maintain the Asbestos Abatement Plan, water quality testing and the required Plan documentation, and other legal requirements as needed
- Oversee lunch program procedures to ensure accurate record keeping, work with Greenfield Public Schools Food Services Director to implement breakfast and lunch programs, including all legal requirements. Review and approve contract with GPS
- Support all aspects of the annual Sustainability Fund materials, appeals, mailings and maintenance of the donor database
- Maintain accurate and current minutes and bylaws of the Board of Trustees
- Provide above services for the Four Rivers Educational Foundation, as needed.
- Supervise any assistance provided in the conduct of the above responsibilities. Answer any and all questions and advise all the work of the Administrative Assistant, whose job is to assist with some of the above responsibilities and also some not listed.
- Supervise Director of Technology – Meet with Director of Technology regularly to keep informed of day-to-day activities. Help prioritize and identify areas for project type work. Assist with communications to staff.
- Supervise Facilities Manager: Meet with Facilities Manager regularly to keep informed of day-to-day activities and prioritizing work. Develop a work plan with the Facilities Manager. Assist with communications to staff as needed.
