Job Description Summary
Performs a wide variety of duties related to the development, maintenance and approval of high-quality curriculum, instructional aides, informational and program material. Will oversee the development and maintenance of training, technical assistance activities and other projects for the AMBER Alert Training & Technical Assistance Program and related cost-recovery contracts. Will oversee staff and a cadre of subject matter experts (SMEs) to develop curriculum and provide instruction in the program's training and technical assistance delivery. Will identify funding opportunities that fit the mission NCJTC and assist with proposals to secure funding. Will work closely with project staff to ensure the program activities and deliverables are completed.
Job Description
ESSENTIAL DUTIES
- Works with Administrator(s), Deputies and Operational Manager(s) to establish and communicate strategic direction of program goals, activities, and deliverables.
- Ensures that assigned program courses, technical assistance, and other materials are completed and aligned within the program and with other NCJTC programs.
- Ensures all curriculum and training materials for courses and workshops are current and meet the needs of the targeted audience. This includes training in all modalities.
- Works with Program Manager and Deputies to design targeted and tailored TTA (training and technical assistance) for program recipients.
- Manages and mentors instructional NCJTC staff (i.e., course coordinators) to ensure all training products are relevant and high quality.
- Manages the cadre of instructional Associates to develop curriculum, deliver training, provide technical assistance, and create other program products. This will include identification, recruitment, hiring recommendations, observation, evaluation, supervision, and mentoring of instructional Associates.
- Builds and maintains relationships with project partners and funding agencies to support NCJTC goals, growth, and initiatives.
- Continually assesses all courses and material to identify gaps and works with Deputies, Program Managers, staff, and associates to adjust curriculum or develop new training.
- Identify funding opportunities that fit the mission and vision of NCJTC and assist with preparation of proposals to secure funding.
SECONDARY DUTIES
- Provides in-person and online training in courses and workshops related to the effective criminal justice response in AMBER Alert Training & Technical Assistance Programs.
- Collaborate with other staff to compile, analyze, and produce reports related to training and technical assistance statistical data for NCJTC, federal and state reporting purposes.
- Leads or co-leads or actively participates in NCJTC strategic planning initiatives representing their office or program area. Provides leadership ensuring effective communication of program goals, training and technical assistance efforts, policies, and procedures to staff. Recommends new policies and procedures and communicates changes relative to Instructional program administration.
- Performs other related duties as necessary and required for the effective administration of NCJTC and its programs, as well as best interest of the training partners, funding agencies, and FVTC.
SUPERVISION RECEIVED
- Administrative and functional supervision is received from Deputy Administrators or Program Administrators.
SUPERVISION EXERCISED
- Administrative and functional supervision of instructional staff and Associate employees.
QUALIFICATIONS, TRAINING, AND EXPERIENCE
- Bachelor's Degree in a related field, PLUS
- A minimum of 5 years' experience working in a law enforcement or other child serving leadership role with a comprehensive knowledge of investigations or prosecution, PLUS
- A minimum of 10 years' experience working child exploitation or internet crimes against children cases, OR
- An equivalent combination of education, training, and experience from which comparable knowledge and abilities have been acquired.
- Prior experience as a trainer in the area of child exploitation or internet crimes against children investigations.
- Demonstrated ability to establish and maintain effective work relationships with diverse groups and organizations working in the field of child protection.
- Experience with grant writing, management and reporting is preferred.
- Curriculum design experience, with emphasis on competency-based instruction using a variety of learning options and alternative forms of delivery is preferred.

Additional Information
Pay Rate: $88,400 - $104,000 per year.
Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data. Note: Internal applicants' wage will be based upon the applicable compensation guidelines.
