The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers.  To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between the government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.    PROGRAM OVERVIEW  Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.     POSITION OVERVIEW This position will be within the Health Department’s innovative Center for Population Health Data Science (CPHDS).  CPHDS is working to strengthen citywide population health surveillance by better linking public health, healthcare, and social service data to fully characterize and improve the health of New Yorkers.  Our vision is for these data to be accessible, timely, equitable, meaningfully usable, and protected – and being actively to protect and promote health and wellbeing of New Yorkers.      Data Governance and Informatics Unit (DGI), a unit within BES, working with DMI core team and committee members, will oversee the coordination and implementation of systems and policy that support an agency-wide data governance framework. The Unit work with all health department divisions and most data health stewards, liaising with the agency Privacy Office and IT. The unit maintains a department Data Catalog, oversees the agency’s submissions of data assets to NYC Open Data, under Local Law 11, and the agency's governance of State Department of Health administrative health data access and use under legal agreements. These data include Statewide Planning and Research Cooperative System hospital discharge data, Medicaid claims, and electronic health records. As part of DMI, DGI both coordinates and/or manages DMI Data Governance related projects including a cross-agency data governance assessment, examination of comprehensive and informative data sharing mechanisms (e.g., a legal Data Trust), and data governance tracking automation.    The candidate will be responsible for coordinating and supporting select DGI projects involving cross agency data assets as well as supervising the Data Governance Open Data Coordinator and Data Catalog Specialist- as outlined below.    This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.    RESPONSIBILITIES Develop and support the development and maintenance of the data governance roadmap.  Work with agency data stewards and users to implement data governance SOPs, policies, and the Data Catalog. Monitor progress.  Supervise Open Data Coordinator in their management of Open Data deliverables to the Mayor’s Office of Open Data and Local Law 11; enhance Open Data Coordinator operations to support cross-agency data asset projects.   Supervise Data Catalog Specialist supporting the agency’s data governance framework with a focus on establishing data management best practices as the Center for Population Health Data Science shifts the oversight of the Agency’s public health data from its legacy siloed systems to a central architecture.   Liaise with division Data Asset points of contact and/or Data Asset management stewards, the DMI Core team, its Governance Committee, Privacy Office, and hired consultants to coordinate DGI cross-agency project work, timelines, and reporting.   Manage logistics and monitor progress of cross-agency data asset projects (e.g., cross-agency Data Governance assessment; marketing research on Enterprise Data Catalog; development of Data Trust) .  Develop knowledge and expertise on agency data assets and their governance, working with consultant, and liaising with division data asset points of contacts and data stewards.   Support Senior Director through the preparation of reports, presentations and communications and/or its content to update DMI team and management on cross-agency projects to facilitate information sharing, including findings, implications, and progress toward central coordinator of data governance framework.   Develop and support the development and maintenance of the data governance roadmap.   Support and coordinate the implementation of systems or data governance policy and protocols supporting the central coordination data governance framework.   Coordinate meetings; prepare agendas, take minutes, assign follow up tasks and ensure progress on action items.  QUALIFICATIONS A Masters or Doctorate level degree in library science, data/project management, public policy or public health preferable.   3 years of experience working in information and/or library science, data governance, health information and communication technology, preferably with a focus in project management, data governance, health compliance, HIPAA and other health privacy and security standards.     PREFERRED SKILLS  Experience and knowledge in project coordination or management, data governance, data confidentiality and related laws and policies, metadata, metadata standards and data management documentation (e.g. file layouts, data dictionaries, data attributes, data user policies, data management policies).   Proficiency in Microsoft Word, Microsoft PowerPoint, Microsoft Outlook, Microsoft TEAMs and Adobe Acrobat   Ability to collaborate and work in teams in a highly dynamic environment with multiple stakeholders and timelines.   Personable, proactive, and self-motivated with proven ability to work collaboratively across multiple levels of organization in a virtual or face-to-face environment.   Experience working on large projects and be able to develop clear documentation informing stakeholders.
