GENERAL STATEMENT OF DUTIES:

The Director of Enterprise Data Services is responsible for the University's data management and reporting infrastructure, ensuring faculty and staff have the datasets, toolsets, knowledge, and support necessary for effective data stewardship, reporting, and analytics. Reporting to the Executive Director of Enterprise Application Services, the Director oversees the operational management of data integration, reporting, and analytics services, ensuring they align with institutional priorities and supporting data and analytics strategy.

Working closely with Institutional Effectiveness within Academic Affairs and other administrative and academic units, the Director ensures that enterprise data services align with the University-wide data governance program by implementing appropriate technical controls, integration processes, and reporting mechanisms that support institutional data integrity, security, and accessibility. While the Director does not own or oversee the University's data governance program, they serve as a key partner in its development and implementation by ensuring IT-managed data environments comply with established governance standards.

The role requires a balance of domain expertise, service management, project management, cross-departmental coordination, and hands-on technical oversight to ensure that trustworthy, integrated datasets from multiple sources support institutional analytics and reporting needs. The Director provides technical leadership in data integration, warehousing, reporting, and analytics while ensuring compliance with regulatory and institutional requirements. Strong communication skills, a collaborative mindset, and the ability to develop productive relationships across all levels of the organization are essential to success.

EXAMPLES OF SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Partner with university stakeholders to establish a roadmap for an integrated data hub strategy that aligns with institutional analytics and reporting needs.
  • Promote and foster a data-informed culture across the University by advocating for data-driven decision-making and best practices.
  • Develop and implement strategies, policies, and standard operating procedures to guide the effective management and use of data across the institution.
  • Collaborate with leadership to build a comprehensive data governance framework that ensures the quality, security, and integrity of the University's data assets.
  • Analyze, document, and regularly review institutional data management policies, standards, and procedures to assess data quality and prioritize improvement efforts.
  • Oversee and maintain the University's data dictionary as a core component of the data governance framework, ensuring alignment with institutional goals and compliance with policies.
  • Set priorities for updates and enhancements to the data dictionary in collaboration with stakeholders to meet evolving institutional needs.
  • Establish a structured process for managing data-related requests, defining success metrics, and tracking progress using appropriate evaluation tools.
  • Lead the development of an enhanced self-service data platform, providing authorized users with a centralized, intuitive interface to explore, navigate, and analyze institutional data.
  • Design and implement programs to improve data literacy at all levels of the University, ensuring stakeholders can confidently interpret and apply data in decision-making.
  • Collaborate with data trustees, stewards, custodians, and departmental system owners to identify, prioritize, and develop solutions for data integration, reporting, and analytics needs.
  • Ensure institutional compliance with internal and external data governance policies, security standards, and regulatory requirements.
  • Work closely with academic and administrative leaders to identify and leverage data-driven opportunities for improving operational efficiency and effectiveness.
  • Contribute to IT Service Management (ITSM) practices, responding to reported incidents, fulfilling data-related requests, and maintaining knowledgebase documentation per ITS standard operating procedures.
  • Serve as the assigned Process Manager or Service Owner for designated services within the University's IT service catalog.
  • Manage project-related work in accordance with ITS standard operating procedures, ensuring alignment with institutional objectives and priorities.

WORKING CONDITIONS:

All of the work associated with the duties and responsibilities for this position is ordinarily performed at Framingham State's main campus, and may be done periodically from a remote location consistent with the conditional provisions specified within University's Telework Guidelines and in accordance with an approved Telework Agreement.


Job Requirements:


Required Minimum Qualifications:

  • At least 10 years of relevant working experience
  • Master's degree in Business, Computer Science, Data Science, Leadership, or other relevant field. Another suitable combination of education and relevant experience may be considered.
  • Exceptional communication skills
  • Expert understanding of one or more of the following languages: Python, R, SQL, Java, etc.
  • Proficient in the use of Microsoft Office Suite, PowerPoint, and capable of the creation and presentation of both visually and verbally engaging reports and presentations on data and analytics to executives and other stakeholders
  • Results-driven individual who is strategic, creative, and highly analytical
  • Team player that can motivate, guide, and direct their team efficiently
  • Comfortable working with University executives and leadership

Additional Information:


This is a full-time, exempt, benefits-eligible position in the Association of Professional Administrators (APA) bargaining unit with a union title of Director. The anticipated annual starting salary is $125,000. This is an externally funded position through the Massachusetts SUCCESS Fund. Ongoing employment is contingent upon continued funding.
