What are the responsibilities and job description for the PROGRAM SPECIALIST III, FRANCHISE TAX BOARD position at Franchise Tax Board?
Under the general direction of the Taxpayers' Rights Advocate, the incumbent reviews taxpayers' accounts when Taxpayer Advocate assistance has been requested. The review ranges from the simplest individual and business entity accounts to the most complex business entity filings. Review results can have department-wide, statewide, or nationwide impact for the Franchise Tax Board (FTB). Therefore, incumbent must have a high level of technical expertise in state and federal tax laws, legislation, as well as FTB knowledge of general business practices, processing functions, collections, and audit policies and functions.
The incumbent connects the Taxpayers' Rights Advocate with local, state, and national tax practitioner organizations, as well as california's small business communities. Incumbent develops the education and outreach for the tax professional community, updates written materials for distribution, and research, analyzes, and responds to complex issues brought up during speaking engagements. This role also requires a great deal of sensitivity and confidentiality, ability to speak and write effectively, and capability to always act in an appropriate and professional manner to promote a positive image to maintain FTB's integrity and credibility.

Working Conditions
- This position is eligible for remote-working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework.
