Description

Under general supervision of the Chief Human Resources Officer, develops, identifies, and provides training; oversees recruitment efforts and provides onboarding for new hires; assists with other Human Resources responsibilities.

Training :

  • Identifying training needs within the agency by analyzing performance gaps and employee feedback.
  • Developing and delivering comprehensive training programs for new hires and existing employees.
  • Creating training materials such as presentations, manuals, and e-learning modules.
  • Facilitating training sessions and workshops.
  • Evaluating the effectiveness of training programs and making adjustments as needed.

Recruitment / Onboarding :

  • Posting job descriptions on various platforms and sourcing candidates through different channels (job boards, social media, networking).
  • Coordinating FCEO Job Fair.
  • Screening resumes and conducting initial interviews to assess candidate fit for the role.
  • Coordinating interviews with hiring managers and providing feedback on candidates.
  • Managing the candidate pipeline and tracking progress through the recruitment process.
  • Finalizing job offers with selected candidates.
  • Providing orientation for new hires.
  • Other responsibilities may include :

  • Maintaining employee records and tracking training completion.
  • Collaborating with HR to ensure compliance with employment laws.
  • Building relationships with hiring managers to understand their team needs.
  • Promoting the company culture and employer brand during the recruitment process.
  • Staying updated on industry trends in recruitment and training practices.
  • Typical Qualifications

    A bachelor's degree in human resources, business administration, or a related field, or equivalent experience; strong communication skills, knowledge of employment laws, and the ability to manage recruitment processes and training programs.

    The Franklin County Engineer's Office offers a complete benefits package to full-time employees (defined as 30 hours / week for the purposes of benefits) including medical, dental, vision, behavioral health, life insurance, and short and long term disability.     All positions at the Franklin County Engineer's Office are part of the Ohio Public Employees Retirement System (OPERS). Each employee contributes 10% of their gross wages and the Engineer's Office contributes 14%. More information can be found at :

    Vacation leave is provided to all non-seasonal employees based on their years of service.

    Sick leave is provided to all non-seasonal employees, with full-time employees earning approximately 15 days per year.

    Full-time, non-seasonal employees receive 40 hours of Personal leave each year that must be used during the year or forfeited.

    The County provides 11 paid Holidays per year.

    The Franklin County Engineer's Office provides uniforms based on the position. As needed, steel-toed boots are also provided.
