Coordinates all activities, planning, organizing, and implements all aspects of the Franklin County Animal Center volunteer program. Employee duties include development, implementation, and monitoring programs and community outreach efforts designed to reduce pet overpopulation and improve the lives of companion animals. Provides leadership and direction to volunteers. Work is performed under the direct supervision of the Animal Services Manager and is evaluated through observation and review of reports. Duties and Responsibilities / Knowledge, Skills, Abilities Develops, implements, maintains, and coordinates volunteer and outreach programs for the Animal Services Department. Monitors and evaluates volunteer and outreach programs; make recommendations for modifications to programs; implements modifications as approved and within the scope of authority for the position. Recruits, interviews, orients, evaluates, places, and schedules shelter volunteers, trains volunteers on their roles in relation to the expected duties of the Animal Services Department and other department employees.Organizes and coordinates volunteers to complete and assist with new and existing projects and to socialize shelter animals. Supervises volunteers on a regular basis. Oversees and performs a variety of duties directly related to placing and finding homes for animals. Actively participates in a variety of animal contact duties including but not limited to transporting animals, performing animal care and feeding duties as needed, and socializing and grooming animals to increase adoptability. Implements and maintains a foster care program targeted at underage and other animals that cannot be appropriately housed and cared for in a shelter environment. Coordinate with rescue groups to take animals from the shelter.Organizes and maintains a regular schedule of public education including making and ensuring visits to schools, churches, and various community organizations; conduct public school education and community group presentations. Gathers, maintains, and analyzes information regarding volunteer and community outreach programs.Independently prepares reports, correspondence, recommendations, and other material for the department. Assist and provides information to employees and the public as needed. Takes payments and balances cash drawer. Performs a wide variety of support duties for Animal Services Department. Work includes a flexible schedule as needed and / or other non-traditional workweek which may include weekends, evenings, and holidays. Additional Job DutiesPerforms related duties as required.Knowledge, Skills, and AbilitiesAbility to work comfortably with and around animals, including those who are sick, injured or who may be euthanized. Working knowledge of the operations, functions, procedures, and legal processes of the animal shelter.Knowledge of breeds of animals to aid in identification of lost pets and the common temperament of various breeds.Knowledge and skills in controlling / handling individual animal temperaments.Knowledge of common diseases, symptoms and means of transmission in animals. Knowledge of techniques in effective program management and evaluation.effective communication and public presentation methods. Knowledge of safe work practices related to the handling and care of animals and facilities maintenance. Knowledge of principles and practices of supervision, evaluation, and training volunteers.Knowledge of procedure writing techniques for reports and correspondence. Ability to learn, apply and follow applicable rules, policies, procedures, and ordinances including those related to the licensing, adoption, quarantine, impounding, care, and treatment of animals. Ability to effectively schedule, plan and supervise the work of volunteers and other staff as assigned; Ability to communicate effectively orally and in writing with individuals and groups. Ability to work closely and effectively with a wide variety of individuals interested in animal welfare. Ability to collaborate and work successfully across multiple county departments and agencies.Ability to provide prompt, courteous and responsive customer service to the public. Ability to gain animal confidence when restraining them for transport, grooming and / or treatment.Ability to build and maintain cooperative and effective public relations with the community.Ability to deal constructively and tactfully with the public.Ability to maintain accurate reports.Desirable Education and Experience Graduation from high school with one to three years' experience in animal services, animal health, animal care and welfare or animal center operations. Experience in managing a volunteer program is required.
