An employee in this position is responsible for the administration and technical supervision of staff as Economic Services Caseworkers for General Assistance, Crisis Intervention Program, Low Income Energy Assistance, Energy Neighbor, Wake Electric Roundup, Work First, Medical Assistance, Food and Nutrition Services, and Customer Care. The Economic Services Caseworker is involved with all eligibility functions (i.e. intake, processing applications, and determining/redetermining eligibility for applicants/recipients). An employee functioning in this position can be distinguished by his/her involvement in the planning, budgeting, and personnel selections process in General Assistance, Crisis Intervention Program, Low Income Energy Assistance, Energy Neighbor, Wake Electric Roundup, Work First, Medical Assistance, Food and Nutrition Services, and Customer Care. An employee supervising the unit is involved with all eligibility functions in a highly complex program involving all cases. This position is involved in the oversight and management of outreach programs, seeking community and grant funding to sustain the programs, and ensuring compliance with policies and guidelines. This position is responsible for the preparation, coordination, and minutes for the outreach program board meetings.
Regular work hours are from 8:00 am to 5:00 pm, Monday through Friday. On occasion, this position may have overtime during high volume times.
Plans the short and some long-range work operations, priorities, and goals for the unit.
Responsible for assessing resource management and projecting staffing, equipment, and supply needs, documenting appropriate justifications and submitting these requests in writing to a higher-level supervisor.
Assigns and balances workload for the unit and coordinates the overall work flow.
Develops procedures and makes minor organizational changes and recommends other changes to improve efficiency.
Responsible for conducting second part reviews through a random sampling and evaluation of ongoing cases and applications processed by the staff.
Uses quality assurance reports, state reports, and input from Quality Assurance Supervisor evaluating the overall performance of staff in the unit.
Utilizes the Performance Index Evaluation.
Responsible for ensuring that the staff adheres to Federal and State standards about the quality of work required in processing cases as well as adherence to applicable time frames.
Has input and impact on setting internal agency standards for all programs.
Oversees the Care and Share Food Pantry operations to include supervising the part time Pantry Coordinator and ordering food from the Eastern Regional Food Bank and local stores.
Responsible for seeking and writing grants and ensuring required reports are submitted each month.
Oversees the Happy Camper program with duties of sending donations letters to local business and citizens, communicating with camps regarding pricing and slots, scheduling quarterly board meetings, and processing applications for camp assistance.
Coordinates with Franklin County School representatives to order food for the Backpack Program, oversees the budget for the program and ensures required reports are submitted.
Knowledge, Skills, and Abilities
Considerable knowledge of all income maintenance programs, forms, and documents used in determining eligibility.
Considerable knowledge of the use of the income maintenance manuals.
Considerable knowledge of needs, problems, and attitudes of disadvantaged persons.
General knowledge of all agency programs and services.
General knowledge of community services and programs which could affect the client/applicant.
General knowledge of the budget process.
Good mathematical, reasoning, and computational skills.
Ability to instruct, organize, direct, and supervise lower-level employees.
Ability to learn basic supervisory/management skills.
Ability to communicate effectively with workers, supervisors, applicants, and community agencies to obtain pertinent data and to interpret rules and regulations.
Ability to present information orally and in written form.
Three years of experience as a caseworker or investigator in an income maintenance program, preferably with one year of supervisory experience; or an equivalent combination of training and experience.
