What are the responsibilities and job description for the Scale Operator position at Franklin County (NC)?
An employee in this class is responsible for the daily operation of the scales at the County Solid Waste Facility. Daily operation includes weighing vehicles, receiving cash payments, and maintaining records and reports. Relative independence is exercised in performing routine duties. This position requires considerable public contact with users of the landfill and transfer station. The work requires firmness in enforcing solid waste rules. Work is performed under general supervision of the Solid Waste Director and is reviewed by observation and review of records and reports.
Weighs vehicles entering and exiting solid waste facility to compute net weight of solid waste materials to be disposed of and user fees. Advises users on proper access, location and use of solid waste facility; identifies users and classifies solid waste materials; advises customers on directions to unload waste. Rejects hazardous and/or liquid waste. Enforces Federal, State and local regulations related to disposal of solid waste. Receives cash payments from users; charges fees to established account. Answers phones and responds to customer questions. Prepares and maintains records and reports pertaining to all landfill scale, weight, user fees, and recycling activities. Contacts the County Convenience Sites daily; prepares the daily hauling lists from convenience sites; and, sends information to contract hauler. Closes out records on a daily basis and verifies daily cash reports; prepares money for deposit. Manages all accounts. Performs general maintenance duties around the facility. Performs related work as required.
Skill in the operation of vehicle weighing scales. Ability to make arithmetical computations rapidly and accurately. Ability to deal with the public to enforce all regulations in a fair and impartial manner. Knowledge of record keeping practices and procedures. Knowledge of computer data entry for fees collected and preparation of reports and summaries.
Ability to keep cash accounts, financial records and reports. Ability to understand and follow oral and written instructions. Ability to establish and maintain effective working relationships with employees and the general public.
High school diploma and moderate experience in clerical work involving record keeping, computer terminal operations and public contact; or equivalent combination of education and experience.
Must possess an appropriate North Carolina driver’s license upon hire.
Must obtain Public Weigh Master certification and Transfer Station Operation Specialist certification within two years of employment.
