An employee in this class performs administrative and supervisory work in overseeing the daily operations of the County Solid Waste collections, convenience center operations and recycling collections. Work involves researching policy recommendations, regulatory compliance strategies, advising management and the County Commissioners, public education on Solid Waste, and personnel and resource management. The employee is responsible for assuring compliance with relevant local and State regulation, including the implementation of engineered plans under state permit; collects, analyzes and submits data for State regulation compliance reports; directs the maintenance of equipment; organizes and supervises the recycling program; collects and analyzes all pertinent data; monitors solid waste information sources; and keeps abreast of various solid waste strategies and initiatives, including state legislation. Work is performed under the general supervision of the Assistant County Manager and is evaluated through observation, review of reports, and community acceptance.Essential Duties and Tasks
Plans, organizes, and directs the work of employees at solid waste collection sites, landfill operations, and solid waste transfer operations; provides training and performance coaching and evaluation for department staff. 
Monitors the closed landfill and solid waste transfer program to ensure compliance with the State of North Carolina’s Solid Waste Operating Regulations.
Works with contractors who provide transportation for the transfer of solid waste to another county; manages the contract for this process. 
Works with contractor who provides hauling of the waste and recycling containers from the twelve (12) county convenience centers; manages the contract for this process along with direct supervision of county employees who serve some of the convenience centers.
Develops and administers division budget; procures equipment, supplies and materials; evaluates all contracts and agreements; signs as authorization for all payments; searches for more cost effective and efficient methods to handle the solid waste and recycling needs.
Research and recommend regulatory compliance and management strategies to provide cost-effective and environmentally sound services; develop policy recommendations and advise management and elected officials on related matters; design and conduct public education programs including the Keep America Beautiful program.
Provides supervision and direction on the maintenance and repairs for all equipment including loaders, trucks, forklift, and a variety of roll off and packing units.
Investigates illegal dumps and littering complaints to enforce the County’s solid waste ordinance; conducts follow up to resolve issues to stop illegal dumping and littering.
Collects data and submits reports to document compliance with State solid waste regulations.
Plans and supervise activities of the recycling and waste transfer programs.   
Develops and administers division safety training and programs.
Develops and maintains a network of vendors to support all operations of the department including but not limited to electricians, equipment and vehicle repair shops, welders, engineering firms, recycling firms, etc.

Performs related tasks assigned including filling in as needed on all projects.
Knowledge, Skills, and Abilities
Thorough knowledge of the laws, regulations, and compliance strategies regarding closed landfills, solid waste management and transfer stations.
Considerable knowledge of the engineering principles and practices applied to closed landfills, solid waste management and transfer stations.
Considerable knowledge of the County’s personnel, budgeting, and purchasing policies and procedures.
Considerable knowledge of modern supervisory principles and practices includes motivation, communication, performance management, and leadership.
Ability to analyze solid waste problems and implement effective solutions.
Ability to establish and maintain effective working relationships with elected officials, other County staff, and the public.
Ability to present ideas effectively written and orally.
Skill in the use of computers and other techniques related to maintaining records, writing reports and correspondence, and doing numerical analyses.Bachelor’s degree in environmental sciences, public administration, or related field and moderate experience in environmental or public management fields, including supervisory experience; or equivalent combination of education and experience.Must possess a valid North Carolina driver’s license with a Class A or B endorsement upon hire.
Must obtain Public Weigh Master certification and Transfer Station Operation Specialist certification within one year of employment.
Salary commensurate with experience.
