What are the responsibilities and job description for the Tax Field Data Collector position at Franklin County (NC)?
An employee in this class serves as a Field Tax Data Collector employee in the Tax Office. The position requires general knowledge of the principles and practices, of real estate appraising for assessment purposes. General knowledge of building construction, working knowledge of the state laws relating to real property assessing, the ability to read and understand building construction plans and specifications, the ability to measure and sketch a dwelling, the ability to analyze factors which tend to influence the value of property, ability to write clear and concise reports, and ability to deal effectively with the public and other employees. Tact and courtesy in this position is essential. This position is under direct supervision of the Tax Assessor Supervisor and is evaluated by observation, use of records, and production.
Makes field inspections of real property, inspects exterior of improvements and describes the property.Takes measurements of buildings, collects data relative to number of rooms, types of construction, age and other conditions affecting values, makes calculations and applies such data to appraisals of specific buildings.
Provides the field data on a property tax card to data entry staff to enter in the system.
Review of entered data to assure accuracy.
Collects data relative to land valuations.
Interviews persons familiar with property, searches public records of sales, leases, assessments and other transactions to determine proper value.
Consults deeds, tax and other maps, zoning ordinance and other documentation and resources to resolve discrepancies.
Keeps abreast of local property trends.
Assists tax staff.

Knowledge, Skills, and Abilities
Working knowledge of state laws and local policies regulating the tax assessment.
Knowledge of residential construction and ability to read construction plans and specifications.
Ability to type and operate a variety of office machines, such as a computer, printer, and copy machine.
Ability to use a laser measuring devise and digital camera.
Ability to deal tactfully and courteously with the public.
Ability to maintain effective working relationships with other departments, employees, co-workers and the public.
Ability to maintain accurate records and reports.
Must have a working knowledge of Excel and Word.High school diploma and moderate experience working with the public; or equivalent combination of education and experience. Experience in taking measurements is preferred.
Must possess a valid North Carolina driver's license.
Complete the NSC Defensive Driving Course. Must obtain the Fundamentals of Tax Listing and Assessing Certification within two years of employment.
