EDUCATION/TRAINING
High school diploma, plus training in real estate appraisal required.
WORK EXPERIENCE
Three years working experience in appraisal of real property or five years working experience in general contracting or related field.
LICENSES REQUIRED
Must have valid driver's license. Must possess the Certified Pennsylvania Evaluator designation in accordance with the laws of the Commonwealth of Pennsylvania. Must fulfill continuing educational requirements as established by the State Board of Certified Real Estate Appraisers in order to renew and maintain CPE certification.

Position Description Non-Exempt
OVERALL OBJECTIVE OF JOB
To evaluate, appraise, and assess all properties in regard to taxation, and to explain methods, laws and complications of taxation to general public.
ESSENTIAL FUNCTIONS OF JOB
1. Conducts on-site inspection of commercial, industrial and residential properties for tax related information.
2. Appraises real estate to determine fair value by reviewing, measuring and photographing all new or modified structures in County to assure accuracy and evaluate with quality, design and appeal to estimate real estate values and uniformity and writes reports of determination for the public record.
3. Inspects property and considers factors such as current market value, location of property, and building or replacement costs to make property appraisal in accordance with prescribed tables.
4. Considers location and trends or impending changes that could influence future value of property.
5. The nature of this work is such as to require the analysis of laws, assists in the formulation of assessment policies and direct assessment activities when necessary.
6. Explains valuation and provides information to property owners and general public upon request.
7. Performs ”deed work” by studying legal records to establish boundaries of properties and local areas of political, economic, social or other significance. Develops a database of statistical sales trends for use by the Chief Assessor, County Assessors, and the general public upon request.
8. Analyzes survey data, source maps and photographs, computer or automated mapping products (GIS, Pictometry and Google maps)and other records to determine location and names of features.
9. Prepares sketches of each structure in order to compute square footage and convey general exterior appearance of structure.
10. Receives and reviews all building permits and maintains computerized files of same; prepares related reports.
11. Resolves problems/discrepancies with titles (Deeds) and value changes.
12. Interacts with other County and community officials, agencies, realtors, appraisers and developers in regard to daily work duties.
13. Works with GIS (Geographic Information System)to show natural constructed features, political boundaries and other features.
14. Reads, interprets and maintains countywide tax maps.
15. Operates computer, digital camera, Tablet/laptop and other machines as necessary to perform work duties.
OTHER DUTIES OF JOB
1. Attends meetings/training/seminars, as necessary.
2. Receives current real estate market activity; remains current with trends, values and laws.
3. Performs other job related duties, as required.
SUPERVISION RECEIVED
Receives occasional instruction and supervision from Chief Assessor in regard to daily work duties.

WORKING CONDITIONS
1. Works indoors in adequate work space with adequate temperatures, ventilation and lighting for approximately one-third of the work week.
2. Works with average indoor exposure to noise and stress, but subject to frequent disruptions.
3. Normal indoor exposure to dust/dirt.
4. Works daily with public.
5. Works outdoors in all weather conditions around construction sites for approximately two-thirds of the work week.
6. Must have reliable transportation available for frequent travel in various types of weather and road conditions, including numerous stops and starts.
PHYSICAL AND MENTAL REQUIREMENTS
1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2. Must be proficient in math, be able to pay close attention to details and concentrate on work.
3. Must possess ability for frequent movement about construction sites, including climbing, balancing, stooping, bending and reaching during normal workday activities.
4. Sedentary work during part of the workday, including standing and sitting for prolonged periods, with frequent lifting of up to 10 pounds.
5. Vision with normal ability required.
QUALIFICATIONS

9. Must possess knowledge of the General County Assessment Laws of the Commonwealth of Pennsylvania, Assessment office policies and procedures and ability to communicate same to general public.
