EDUCATION/TRAINING

Bachelor's degree in Public Administration, Business Administration, Social Work, Psychology or related field, plus computer training required.

WORK EXPERIENCE

4 years working experience in local government, public administration, social service field, or similar court-related activities, including 1 to 2 years supervisory experience required OR, any equivalent combination of education, training and experience which has provided the knowledge, skills and abilities for this position.

DIRECTOR, DOMESTIC RELATIONS Revised: February 5, 2025

Position Description Exempt


OVERALL OBJECTIVE OF JOB

To direct and supervise the staff and overall operations carried out by the Domestic Relations Section, and to ensure services are carried out according to federal, state and local regulations and laws. To ensure Federal Funding (FFP) is maximized by meeting all federally mandated performance measures.

ESSENTIAL FUNCTIONS OF JOB

1. Supervises, directs and manages staff and operations of Domestic Relations Section , ensuring that all applicable federal, state and local regulations and laws are followed.

2. Prepares annual budget and administers the fiscal operations of the department.

3. Works closely with the Franklin County Fiscal Representative/Director on financial matters including Monthly and Supplemental Statement of Expenditures, Annual Employee Certification, IV-D Account Reconciliation, Retirement Reconciliation and monthly, quarterly and yearly account and bank reconciliations.

4. Establishes policies and procedures for program operations and assures compliance with federal and state programs.

5. Screens applicants, interviews, hires, and supervises Domestic Relations staff and handles all related personnel matters. Also, resolves complaints within the DRS.

6. Plans and supervises the delivery of support services which includes Paternity Establishment, Location of Absent Parents, Establishment of Orders, Enforcement of Orders and Collection/Disbursement duties.

7. Oversees the collection and distribution of Domestic Relations Section funds.

8. Analyzes and applies new legislation, case law and federal regulations to the operation of the Domestic Relations Section in conjunction with the DRS Staff Attorney.

9. Develops procedures for collection of statistical data in order to meet government requirements and prepared required reports.

10. Oversees the security procedures which includes mandated Security Awareness Training, succession planning and Continuity of Operations in emergency situations for the Domestic Relations Section.

11. Interacts with courts and other county offices, attorneys, state and federal government agencies, staff, clients and general public in regard to duties of the DRS.

12. Prepares monthly, quarterly and annual reports to the Department of Human Services/Bureau of Child Support & Enforcement and other government agencies as needed.

13. Oversees and responds to internal and external audits of the DRS. .

OTHER DUTIES OF JOB

1. Conducts and attends meetings, training and services with staff and management on regular basis.

2. Performs other job-related duties as required.

SUPERVISION RECEIVED

Occasional supervision but overall supervision is with the President Judge or the President Judge’s’ designee which may include the Administrative Judge or District Court Administrator.

SUPERVISION GIVEN

Supervises entire Domestic Relations Section staff.

WORKING CONDITIONS

1. Works indoors in adequate work space, lighting and ventilation, but with fluctuations in temperature.

2. Works with average indoor exposure to noise, but subject to frequent disruptions and stress.

3. Below normal indoor exposure to dust/dirt.

4. Works daily with potentially hostile or aggressive clients.

PHYSICAL/MENTAL CONDITIONS

1. Must possess ability to record, convey and present information, explain procedures and follow instructions.

2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing/walking and occasional bending, twisting, reaching as necessary to carry out essential job duties.

3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out essential job duties.

4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of fifty pounds.

5. Must be able to cope with the physical/mental stress of the position.

6. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.

7. Must be able to pay close attention to details and concentrate on work.

QUALIFICATIONS

1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.

2. Must possess effective communication and interpersonal skills.

3. Must possess initiative and problem solving skills.

4. Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers, staff, general public, government agencies and others.

5. Must possess ability to maintain confidentiality in regard to client and staff information and records.

6. Must possess some technical knowledge of operating personal computers and other office equipment as necessary to carry out essential job duties.

7. Must possess the ability to make independent decisions when circumstances warrant such action.

8. Must possess knowledge of community, social and economic standards and their impact on domestic relations.

9. Must possess knowledge of standard methods for determining family needs, as outlined by Domestic Relations policies and procedures.

10. Must possess knowledge of public and private sources available to assist family problems.

11. Must possess knowledge of policies, procedures and practices of the County and Domestic Relations department and operation.

12. Must possess knowledge of and ability to practice principles and practices of supervision, and to plan, organize and delegate work within the department.

13. Must possess ability to administer the financial aspects of the department, including budget and report preparations and analyses.

14. Must possess a valid driver’s license.
